
In light of growing irrigation challenges faced by the farming community, Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana, and Minister for Agriculture Production, Javid Ahmad Dar, chaired a high-level meeting at the Civil Secretariat to assess irrigation infrastructure and response mechanisms across Jammu and Kashmir.
Legislators Ghulam Ahmad Mir, Hasnain Masoodi, Irshad Rasool Kar, Hilal Akbar Lone, and Irfan Hafiz Lone also participated, voicing constituency-specific concerns regarding inadequate irrigation supply.
The meeting reviewed the status of Lift and Gravity Irrigation Schemes, NABARD/CAPEX/CSS projects, and broader water management strategies amid dwindling rainfall.
Minister Rana acknowledged the impact of adverse climatic conditions and urged for both short- and long-term measures to ensure water availability during the critical paddy farming season. He directed Superintending Engineers to submit detailed reports for upgrading existing infrastructure and machinery.
Emphasizing urgency, Rana called for:
Timely completion of ongoing projects
Restoration of encroached canals
Action against illegal mining affecting irrigation systems
A robust complaint redressal system for farmers
Additional Chief Secretary (Jal Shakti), Shaleen Kabra, presented the current status of irrigation schemes under PMKSY-HKKP and other funding sources. He flagged a significant drop in river water levels, which has critically affected many irrigation projects.
Kabra also highlighted the need to fast-track new proposals under PMKSY-HKKP and assess climate-resilient alternatives to ensure sustainable agricultural water supply in the future.
