Ensure proper utilization of panchayats assets for revenue generation
The Rural Development Department Kashmir has asked Block Development Officers, Assistant Commissioner Development and Assistant Commissioner Planning to ensure optimum utilization of assets created by the department so that revenue generation from sources of Panchayats is substantially increased.
Sources told Brighter Kashmir that various assets created by the Rural Development Department (RDD) Kashmir remain unutilized that including shopping complexes, common facilitation centres, plantation beats etc. Now, the RDD has issued a circular over the proper utilization of panchayats assets for revenue generation.
Chairperson Block Development Council Shangus (Anantnag) has approached this office with the input that a number of assets created by the Rural Development Department like Shopping Complexes, Common Facilitation Centres, plantation beats etc have been kept un-utilized / under-utilized by the Department, though the same should have been utilized optimally for revenue generation for the concerned Panchayat Halqa(s) under OSR. The suggestion of said Chairperson BDC merits consideration, the circular reads.
It is apt to mention that National Panchayat Awards are being conferred every year to the Panchayats with outstanding performance in areas like infrastructure development, Good Governance, Sustainable Development etc and additional incentives in the shape of award money ranging from Rupees Five Lac to Ten Lac is directly credited in the accounts of such Panchayat Halqas for utilization of the same for the development of Halqa Panchayat, it added.
“The performance in Own Resource Generation may also be recognized/incentivized by the Government. Therefore, it is impressed up all ACD's/ACP's/BDO to ensure optimum utilization of assets created by the Department, so that revenue generation from Sources of Panchayats is substantially increased. The Shopping Complexes, CFCs lying idle should be rented after following all codal procedures as per GFR”, the circular added.
“In case of any asset that has been rented previously, the rates should be reviewed annually, so as to avoid any loss to exchequer”, it added.
