SC Dulloo reviews welfare & financial inclusion schemes

Chief Secretary Atal Dulloo today reviewed the implementation of key public welfare and financial inclusion schemes across Jammu and Kashmir, including PM-SYM and PM-Kisan Maandhan Yojana, aimed at providing social security to unorganised workers and marginal farmers.

The meeting, coordinated by the Finance Department and attended by divisional commissioners, secretaries, directors, and deputy commissioners via video conference, focused on boosting enrolment and awareness. The Chief Secretary directed formation of Tehsil- and Block-level committees, capacity-building of field officers, and vigorous IEC campaigns in coordination with CSC-SPV and the Information Department.
Over 34 lakh workers are registered on the e-Shram portal, and the Chief Secretary set a target to cover at least 10 lakh under PM-SYM. Eligible workers include those aged 18-40 in sectors like construction, street vending, handloom, leather, and mid-day meal programs. Marginal farmers owning less than two hectares of land are eligible under PM-KMY, with over 9 lakh current PM-Kisan beneficiaries being potential enrollees. Beneficiaries contribute ₹55-₹200 monthly, matched by the government, to receive ₹3,000 monthly pension at 60.
District-wise performance of PMJJBY, APY, PMJDY, PMSBY, and other schemes was reviewed, noting recent increases of 1,69,713 PMJJBY accounts, 34,780 APY accounts, 71,415 PMJDY accounts, and 4,57,522 PMSBY accounts. Weekly enrolment targets for CSCs were advised, alongside replication of Srinagar’s e-Nigrani portal for digitalised monitoring of legislators’ CDF works.
The meeting also discussed rationalisation of circle rates to enhance revenue and curb leakages. Officials were urged to prioritise saturation of these schemes to ensure socio-economic security and inclusive development across J&K.
