Step Toward Justice

March 12, 2025 |

The announcement by Jammu and Kashmir’s Chief Minister Omar Abdullah to form a committee for developing a roadmap to regularise daily wagers is a significant step toward social and economic justice. Daily wage workers have long been the backbone of the region’s economy, working tirelessly in government departments and public service sectors without the benefits and security of permanent employment. This move is not just about providing them with financial stability but also about acknowledging their contribution and ensuring their rights are protected. For decades, daily wagers in Jammu and Kashmir have faced job insecurity, delayed wages, and a lack of social benefits. Despite working for years, sometimes even decades, many of them remain in a precarious situation, with no assurance of job continuity. This situation has led to protests, strikes, and pleas to the government for justice. The chief minister’s decision to constitute a high-level committee indicates a recognition of this long-standing issue and a willingness to find a structured, legally sound solution. The inclusion of top bureaucratic officials such as the Chief Secretary, Additional Chief Secretary, Secretary Planning, and Law Secretary in the committee ensures that the roadmap will be formulated with administrative, financial, and legal considerations in mind. This approach will help create a framework that is both implementable and sustainable. Regularising daily wagers will provide them with job security, timely salaries, and access to social benefits such as pensions, provident funds, and medical allowances. This will significantly improve their standard of living, enabling them to plan their future with confidence. Many of these workers have families dependent on them, and financial uncertainty has kept them in distress. The assurance of stable employment will uplift thousands of families, reducing poverty and financial vulnerability. Moreover, job regularisation will boost the morale and productivity of these workers. When employees feel secure in their jobs, they are likely to perform better, leading to improved efficiency in various public services such as water supply, electricity, and sanitation, where many daily wagers are employed. This decision also carries significant political weight. Daily wagers form a considerable part of the workforce in Jammu and Kashmir, and addressing their concerns can build public trust in the government. By taking this initiative, the administration is sending a strong message that it values its workforce and is committed to ensuring their rights. While the formation of a committee is only the first step, it is undoubtedly a crucial one. The government must now ensure that the recommendations of the committee are implemented in a time-bound manner. The regularisation of daily wagers will not only bring economic relief but also strengthen the foundations of a fair and just society.
