Srinagar, July 29: Chief Secretary Atal Dulloo on Wednesday reviewed the progress of key digital governance initiatives, including the SVAMITVA Scheme, Digital Crop Survey, AgriStack integration and linking of land records with the Reserve Bank of India’s Unified Lending Interface (ULI) to improve farmers’ access to institutional credit.

Chairing a high-level meeting, Dulloo directed Deputy Commissioners to accord top priority to completing these initiatives within the stipulated timelines, stressing that digital land reforms would transform agriculture and strengthen farmer-centric services across Jammu and Kashmir.
The Chief Secretary said integration of digitised land records with the AgriStack ecosystem would resolve several challenges faced by farmers in establishing ownership and cultivation credentials, while enabling faster delivery of government services and financial support.
He directed strict monitoring of progress at the district level and appointed nodal officers to review implementation on a daily basis. Deputy Commissioners were asked to personally supervise the process, ensure accuracy of records and remove bottlenecks affecting execution.
Dulloo also urged banks to expedite integration of Revenue Department APIs with the ULI platform, stating that seamless digital verification of land records would simplify agricultural lending, reduce loan processing time and enhance financial inclusion among farmers.
Reviewing preparations for the Digital Crop Survey (Kharif-2026), the Chief Secretary directed identification of surveyors and supervisors by the first week of August to facilitate timely training before the survey begins in September. The survey will cover around 5,383 villages and nearly 33.90 lakh agricultural plots across J&K.
Commissioner Secretary, Revenue, Kumar Rajeev Ranjan, informed the meeting that drone surveys under the SVAMITVA Scheme have been completed in all 4,400 villages of the Union Territory. Map validation and verification processes are underway, while 67,560 Property Cards have already been distributed across 1,781 villages.
The meeting was further informed that digitisation of land records, including Jamabandis, Record of Rights (RoRs) and mutation records, is progressing across districts to create a unified and interoperable database.
Officials said the integration of land records, Farmer Registry and Digital Crop Survey data with AgriStack and ULI will enable transparent land verification, faster agricultural loans and improved access to institutional credit for farmers.
The Chief Secretary emphasised that accurate and updated digital records would form the backbone of modern land governance and help create a more efficient, transparent and farmer-friendly system in Jammu and Kashmir.
