Nobody will be allowed to disrupt peace, development in J&K: Amit Shah

     Rs 12000 Cr investment received in JK, total of Rs 51000 Cr investment expected by 2022-end

On the second day of his three day visit to Jammu and Kashmir, Union Home Minister Amit Shah on Sunday said nobody would be allowed to disrupt peace and development in J&K, which has a place in Prime Minister Narendra Modi's heart and asserted that the government wants to create a situation where no civilian is killed and militancy is wiped out from Jammu and Kashmir.

He said Rs 12,000 crore worth of investment has already come to the union territory and the government aims at a total of Rs 51,000 crore by the end of 2022 to provide five lakh jobs to the local youth.

Addressing a public rally at Bhagwati Nagar here, Shah without naming the Congress, National Conference and the Peoples Democratic Party (PDP) said the three families are answerable to the people for their failure to develop Jammu and Kashmir over the past seven decades.

"The new phase of development under the leadership of Modi has started in J&K but attempts are being made by inimical elements to create a hurdle. I have come here to assure you that nobody will be able to create a hurdle and disrupt peace and development," he said.

Referring to security situation in J&K, Shah said, “Between 2004 and 2014, a total of 2,081 civilians were killed with average deaths of 239 annually. From 2014 till September this year, 239 civilians unfortunately lost their lives which accounted 30 deaths per year”.

“The figures are down but we are not satisfied," the home minister said, adding, “We want to build such an atmosphere that not a single person loses his life and the terrorism is wiped out."

He said a new era of development has started in J&K, which cannot be stopped by anyone.

"Jammu and Kashmir is placed in the heart of the prime minister and under his government, there will be no injustice, discrimination or appeasement, he said.

“I have come to tell you that time of injustice with Jammu is over. Now nobody will do injustice with Jammu. Jammu has met injustices for years. Now there will be joint development of Kashmir and Jammu and everybody will get justice,” Amit Shah said.

On generation of employment, he said five lakh jobs are being created in Jammu and Kashmir, while 25,000 people have been provided government jobs in the past two years through service selection board.

"The three families used to say who will come and invest in J&K.... Till date, we have got an investment of Rs 7,000 crore in Jammu and Rs 5,000 crore in Kashmir. And when we came out with a new industrial policy, the three families who have deprived the people of J&K of various benefits, started raising questions.

"We have had Rs 12,000 crore investment due to the efforts of the prime minister and are looking forward to an investment of Rs 51,000 crore by the end of 2022, he said.

Targeting the three families, he said they were asking what the government is going to give to J&K. "We have a long list of what we have given to J&K and the people know it very well but the people of J&K are demanding an answer from them as to what they have given to J&K despite ruling the erstwhile state for the past seven decades. Have you thought of anyone else other than your own family members.”

He said soon after Modi became the prime minister, he released a Rs 55,000-crore financial package, of which Rs 33,000 crore has already been spent on various developmental projects.

"Today I have laid the foundation of various projects worth Rs 15,000 crore. These three families together have not done so much development during their entire rule, he said.

Counting achievements of the BJP-headed government at the Centre, Shah stated: "We had dreamt of developing ‘Naya Jammu aur Kashmir’ as was visualized by Dr Syama Prasad Mookerjee. The Prime Minister converted it into a reality."

Stating that grass root democracy has been brought in Jammu and Kashmir, he said, “For 70 years, 3 families gave only 87 Assembly seats and 6 MPs to J&K. But now J&K has 30,000 elected representatives. There is panchayat in every village, tehsil panchayat, zila panchayat.”

“Now there will be no more intimidation of the three families. Now even the sarpanch and panch can become minister and Chief Minister of J&K,” he said.

The Union Home Minister announced four per cent reservation to Scheduled Tribes and also for the border residents stating that soon it shall be announced for the Gujjar community, as well.

Regarding development, Shah said the Centre has ensured that in the next two years, Metro trains will reach the doorsteps of the people in the twin capital cities of the Union Territory.

He exhorted people to take a pledge and stand like a rock with the Prime Minister’s mission of developing Jammu and Kashmir in ‘New India’.

 “After decades, Jammu and Kashmir is on the path of development and it happened only after the revocation of Article 370,” Shah said.

“Jammu and Kashmir has entered into a new era post Article 370 abrogation and I want to make you (people) aware that justice will be done to both the regions and development will be taken to every nook and corner of the Union Territory,” he said.

The central government on August 5, 2019, revoked Article 370 and 35-A that provided 'special status' to Jammu and Kashmir that was bifurcated into two Union Territories.

Shah said there was no reservation for persons belonging to the Scheduled Tribes. Seats will be reserved for Scheduled Castes and Tribes and a Commission has been formed for this, the castes of other backward classes are going to be decided.

He said 4 percent reservation has been given for hill tribe communities and now their representative will sit with pride in the assembly and will come in your midst as a minister. Reservation has also been given for people living near the international border and reservation will be arranged for the Gurjars in no time.

The Union Home Minister said that work is continuing on a six-lane expressway from Delhi to Katra via Amritsar. “For the first time, the focus has been on tourism in Jammu and religious tourism circuits are being developed. He said that in March this year alone, about 62,000 travelers from abroad came to the Jammu region, which is a record till date”.
