Overcrowding

Overcrowding has come up as a menace in Kashmir region, especially in Srinagar. Travelers and commuters in summer capital Srinagar are reported to be brewing resentment against the administration and traffic police for failing to curb the overloading menace in mini-buses—playing on various routes. The passengers rue mismanagement on part of authorities to facilitate better transportation to avoid inconvenience, particularly to women passengers. Interim results from Public Transport Not Traffic’s local transport survey suggest overcrowding on public transport is the number one transport issue in the City. Overcrowding has become an everyday affair for the commuters to take an uncomfortable ride in overcrowded city buses. Traffic police acts as a mute spectator and occasionally install check posts and oversee the menace. Passengers are also said to lament lack of interest by traffic department to monitor the overloading in Tata-407 passenger service vehicles—that usually accommodate passengers beyond the seating capacity. In a recently reported event some passengers said that Traffic Dept was busy in its “self-promotion.” Every Tata-407 passenger vehicle is commonly found overcrowded with extra passengers—mostly they hang on the footsteps and sit on the rooftops. According to the Motor Vehicles Act 1988 any Matador /Mini Bus if found plying overloaded with passengers (in excess of the capacity mentioned in the Registration Certificate), can be challaned u/s 39/192 and 66/192 a before the court. Passengers accused the Tata-407 drivers of violating the traffic rules by encouraging overloading in vehicles, risking lives of passengers. For women and girl students, the uncontrolled menace has been giving tough experience. Mini-buses don’t run until they are overcrowded. Even if the passenger yells at the driver to start, most of the times drivers categorically deny to it. The problem is prevalent on the routes like Jahangir Chowk to Soura, Lal-Chowk to Buchpora, Lal-chowk to Dargah, Lalbazar, Batamaloo to Parimpora, Bemina to Batamaloo, Nowgam to Batamaloo, Batamaloo to Sonwar and Dalgate to Pantha Chowk. Azra, a 12th class student demanded attention from authorities towards this on-going issue. The passengers face tremendous problem in these mini-buses, the slow driving waste passengers’ precious time.
