SDM Uri asks Tehsildar to notify his working days

After failing to appear in a hearing called under Right to Information (RTI) Act 2005, Sub-divisional Magistrate (SDM) Uri Reyaz Ahmad Malik has asked Tehsildar Uri to notify days of his working at Tehsil Uri and Tehsil Boniyar which is causing a lot of hardships to the public visiting his office.

“In the first instance it is clarified upon Tehsildar to notify days of working at Tehsil Uri and Tehsil Boniyar to avoid unnecessary inconvenience caused to the general public. In the instant case Tehsildar (PIO) is directed to provide information to the appellant within 21 days failing which the PIO shall be liable to be penalized under Section 20(1) of RTI Act 2005. Put up on 12.04.2021,” reads a letter issued by the SDM Uri who is also the First Appellate Authority.
It is pertinent to mention here that Tehsildar Boniyar Peer Zahid has been given the additional charge of Tehsildar Uri as he is on medical leave for the last two months after he tested positive for the COVID-19.
Last year Tehsildar Uri too was on a medical leave for around months.
An appeal was filed before ADC Baramulla for failing to receive the reply on time from Tehsildar Uri to an RTI regarding Phari Speaking People (PSP) reservation.
“An Appeal under RTI Act-2005 preferred by appellant Bashir Ahmad Bhat forwarded to this office by Additional Deputy Commissioner Baramulla vide No. ADCB/ARA/Appeal/2083-85 Dated 20.02.2021 for adjudication in the matter. Appeal was listed for hearing on 22.02.2021 & 27.02.2021, however due to reasons explained in the letter dated 13.03.2021. PIO as well as appellant could not appear on the scheduled date of hearing on 06.03.2021 also,” it said.
It said that appeal was again listed for hearing on 22.03.2021, PIO could not present himself because of the reason that he was to attend Tehsil Boniyar, as he looks after Tehsil Uri additionally and Tehsil Boniyar is the primary charge for him.
“The representative of PIO namely Mohd Maqbool, Dealing Assistant RTI Section of Tehsil Office Uri was present,” it added.
With Tehsil office Uri being headless for a long time, common people are suffering on a daily basis.
“In the absence of Tehsil head, residents particularly the students are suffering for want of different necessary documents including Resident of Backward (RBA) certificates, Pahari Speaking People (PSP) and Domicile Certificates,” said Abrar Ahmad, a local of main town Uri.
SDM Uri said, “I have sought an explanation from the officer.”
