SRO-442 and 433--Quagmire for Agriculture Graduates

Undoubtedly, introducing such obfuscating rules for agriculture technocrats can ultimately undermine the backbone of national economy

Agriculture is unanimously called as the backbone of Indian economy and so is the case with our UT. As a subject matter, it is that science which humans have been using consciously or unconsciously since centuries. But from last few decades this sector has seen unprecedented development on the scientific lines in the whole world and India too has been spearheading in the overall development of this field both in the realm of scientific research or in contributing towards the national economy. From the famous Green Revolution to the development of novel opportunities of livelihood in the field of horticulture, livestock or fisheries, this sector is directly affecting the socio-economic stability of our society. And undoubtedly this has become possible only due to the cumbersome and exorbitant efforts of agriculture scientists and technocrats. But unfortunately in this part of the country, the future of the agriculture students has beleaguered by stings of illegitimate and grueling recruitment rules i.e SRO 442 and 433. 

Factually every department ranging from medical health and education to social works has been following a particular recruitment policy for absorbing newly pass-out graduates against the already vacant posts so that they can fervently hone their skills in the new domains for the welfare of the society and more importantly to fulfill the dreams of their parents. Albeit, the future and technical capabilities of the agriculture graduates have been strangulated inexorably by introducing some coercive and repugnant recruitment rules in the form of SRO-442 and 433. Coming to this tumultuous and reprobative recruitment impediment, its unrelenting nature can be explicitly put forward with brevity as: Govt. of Jammu & Kashmir has come up with new SRO-442 in Agriculture Production Department on 23rd of October 2017 wherein some deliberate draconian amendments have been done. The important one being in case of recruitment of junior agriculture extension officer (JAEO). The SRO-442 mentions that these JAEO posts will be filled 100% on promotional basis contrary to the earlier SRO-02 Dated 2nd January 2004 wherein these posts were filled on 60:40 basis i.e. 60% by direct recruitment and 40% by promotional Quota. These posts of (JAEOs) used to be entry level posts in APD and the Agriculture Technocrats are suffering from psychological trauma due to this amendment in the SRO. Further an umpteen number of JAEO posts are lying vacant in JKAPD, but due to SRO-442 these posts are not being referred for direct recruitment, thereby violating the fundamental right to equal opportunities. Moreover, same is the case with the entry level posts in gazetted cadre wherein the ratio between direct and promotional quota was 50:50 under SRO-179 but again the government came with a new provision under SRO-433 in which the quota between direct and promotional quota was set as 20:80, thus further diminishing the chances of young professionals with Postgraduate and Doctoral degrees in the subject of agriculture. Also, it is an unfortunate apathy that it has been more than a decade that not a single post of Agriculture Extension Officer has been referred by Agriculture Production Department under direct recruitment quota whereas these posts are only being filled on promotion basis, although the posts under direct recruitment quota are lying vacant in the department in hundreds. The Jammu and Kashmir Agriculture Production Department in its proposal “Cadre Review- Reorganization thereof” vide order no. Agri/DAJ/Estt-162/2019-20/2137, Dated 29/06/2019, proposed the merger of two entry level posts at non-gazetted cadre viz., JAEO & AEA which seemed as a welcome step for the benefit of young unemployed agriculture professionals. But now the department is considering the promotion of AEAs to JAEOs as per SRO-442 which is completely an unconstitutional policy which sabotages the hardwork and aspirations of agriculture students.
It is an undeniable fact that our UT is embellished by magnanimous and rich agriculture resource bases and products like Saffron, Apples, famous scented Basmati rice and much more which need modern and sophisticated scientific attention for the snowballing amelioration and upliftment. However, this can be possible only when the professional knack and knowledge of agriculture technocrats will be employed for developing this sector on modern scientific lines. But unfortunately these obnoxious rules act as stumbling block for the agriculture graduates as they amputate all the possible ways for agriculture students to get adjusted in the Agriculture Production Department despite possessing congruent skills and qualifications for taking this sector to the new heights. Well, it needs an immediate attention that how can we expect from our students to compete and work with dedication at national and international forums, when their future is being jeopardized at regional level by introducing such acrimonious recruitment policies? What is the fun for parents and students in spending such huge and hefty sums on pursuing the professional degree in the agricultural science, when the department does not need the skill and talent of competent students for the welfare of nation? Then for what reasons, galore of students are taking admissions in the elite institutes like SKUAST-K and SKUAST-J or any other agriculture university when there is no need of these technocrats in the Department of Agriculture? Well, these questions and many more need to be answered by some competent authority.
There can hardly be any example of such sheer injustice in the entire country where the professional degree holders are being bankrupted on the name of SRO’s. Succinctly, it is worthy to mention here that agriculture graduates do not accentuate on any covetous job policy rather clamour for the amendment in these stifling rules and more importantly raise their voices for equal rights and equal opportunities by taking part in the competitive exams. So , it is an intimate request of all agriculture students in the honour of trustworthy and humble Hon’ble Lt. Governor to look into this matter of grave concern and order the much needed investigation to find out the reasons for forging such ill-favoured recruitment rules so that the future of budding agriculture graduates can be safeguarded. Moreover it will be well enough to mention here with brevity that the student community of Jammu and Kashmir is already caught up in the simmering cauldron of uncertainty, depression and hopelessness due to ongoing unpredictable and awry situations on daily basis. Verily, it is solicited and highlighted once again whole heartedly that government should take immediate consideration of this matter and put forward any favourable modus vivendi in order to balance the ratios of direct and promotional quota in such a way that will benefit the young agriculture professionals in a long run.
