Staff Crunch

There has been a major shift as far as the policies of the government are concerned. Many sectors in Jammu and Kashmir has been witnessing a paradigm shift and the administration is least bothered to address the genuine public grievances. It gets deep rooted at the highest level. Similarly health sector in Jammu and Kashmir, especially in Kashmir region is one of the main concerns. Health institutions in Kashmir continue to face shortage of infrastructure and manpower. Those functioning in the districts and rural areas as well as the tertiary care health institutions grapple with the staff crunch and lack diagnostic facilities. Patients and attendants are treated in cramped conditions and the sanitation arrangements are not proper. All this is putting the lives of the people at risk. Some major hospitals including the maternity hospital Lal Ded and SMHS are grappling with shortage of doctors and paramedical staff which has badly affected the patient care. At the Lal Ded hospital there is a deficiency of staff even in emergency set up of Intensive Care Unit (ICU). The infrastructure and manpower facilities general wards are also inadequate and not commensurate with the standards set by World Health Organization (WHO), National Accreditation Board for Hospitals and Health Care Providers (NABH) and Medical Council of India (MCI). The deficiency in staff is even as the LD hospital is visited every day by about 1200 people in the out-patient department (OPD) and 100 people get admitted. At the hospital also 70-80 surgeries and at least 2600 diagnostic tests are carried out every day as the patients from across Kashmir are refered at the maternity facility. But the hospital is manned by only 51 post-graduates (PGs), 28 registrars, 5 professors, 6 associate professors, 2 assistant professors, 2 senior consultants, 2 lecturers and only one B-grade specialist.
