Women’s Development Corporation: Where favourites flourish

Left out employees seek Governor’s intervention

The Women’s Development Corporation is in news for misuse of official position, nepotism and blatant violation of codal procedures.
Sources in the corporation said one Shahnawaz Alam S/O Mohammad Yousuf Shah was appointed as recovery agent on consolidated basis of Rs 2000 per month vide order No:-JKWDC-46, dated: 25-10-2005, without following codal procedure.
However, this appointment was quashed after complaints and subsequent intervention by the State vigilance Organisation vide No SVO-Policy -05-16287, dated 01-12-2005. The GAD issued cancellation order No:-1491 GAD of 2005, dated:-03-12-2005 under subject “illegal appointments made in the J & K State Women’s Development Corporation.
The order mentioned that 43 appointments/promotions/regularisations have been ordered in J & K State Women’s Development Corporationwithout following proper procedure.
In reference to vigilance report regarding promotions/regularisations the said order further reads as:
“Whereas, the report also reveals that promotions/regularisations have been effected with a view to create vacant posts at lower levels and facilitate fresh appointments against the said vacant posts.”
This order cancelled all appointments including that of Shahnawaz Alam, S. No: 13 of this cancellation order.
But to benefit the blue eyed incumbent again in contrary to the GAD order, on 20-02-2006 vide order 5 JKWDC of 2006 dated:-20-02-2006 issued by Managing Director, Shahnawaz Alam was once again engaged through back door as Recovery Assistant under NMDFC Scheme on consolidated basis@ Rs. 2000/=, without following prescribed procedure and also bypassing the recruiting authority/ BOARD , as revealed in RTI reply No:-JKWDC/RTI/2018-19/5159-5160, Dated:-06-07-2018.
Further to benefit him, his case for appointment as Field Supervisor retrospectively from 31-12-2008, was put by the present Managing Director before 13th Board of Directors’ Meeting held on 20-12-2008, which was approved and the necessary order was issued by the present Managing Director vide NO:-25-JKWDC of 2009, dated :-20-02-2009. This order was given retrospective effect from 31-12-2008.” This was also as revealed in RTI reply No:-JKWDC/RTI/2018-19/5159-5160, Dated:-06-07-2018.
This impugned order adversely affected the prospects of consolidated incumbents working in the organisation senior to him and more qualified and they were put as class 4th , and whose cases were not forwarded or recommended for unknown reasons.
Again in 23rd meeting of Board of Directors the case of his regularisation as Field Supervisor in the Pay scale of Rs. 5200-20200 with Grade pay of Rs. 2400/= with effect from 10-02-2018, as recommended by the present Managing Director was approved and the order issued under No:-27 JKWDC of 2018 dated:- 23-02-2018 , without following proper procedure leaving out a number of qualified and senior employees already working in the organisation.
Similarly one Owais Khan (10 2 qualification) S/O Gh Mohiuddin Khan was engaged as recovery agent on contract basis for two years for consolidated salary of Rs.2000/= plus TA per order issued by Manager Headquarters under No: - 5-JKWDC of 2007 dated 27-10-2007 month as revealed in RTI reply No:-JKWDC/RTI/2018-19/5159-5160, Dated:-06-07-2018.
Pertinently the qualification required for the post is graduation as revealed in RTI reply No:-JKWDC/RTI/2018-19/5159-5160, Dated:-06-07-2018.
Similarly under the same order Mubarak Ahmad Dar S/O Gull Mohammad Dar having qualification of 10 2 was adjusted as Field supervisor consolidated salary of Rs. 7000/= per month leaving out Maker Lal (BA), and other four persons, who are senior to him as per the seniority list revealed in RTI reply No: JKWDC/RTI/68/2014, Dated:-22-09-2014., Dated:-06-07-2018.
Mubarak who is under qualified and falls at S No 8 in the said seniority list of out sourced persons engaged on hire and fire basis in JKWDC from 2000 till date.
When the deprived employees raised their voice against this injustice, the MD threatened them with ouster.
Shockingly the MD is posted at same place since 24-06-2006. Prior to this she was a lecturer in IMPA and entered the corporation through back door. To pave her way to the top chair, the authorities created the post of General Manager in Ghulam Nabi Azad’s regime and subsequently she became the Managing Director because of her political connections.
The left out employees have urged the governor administration to look into the matter and make amends.
All attempts to contact the managing Director went in vain.
