
Srinagar, June 17: Jammu and Kashmir has launched the Holistic Skill Development Plan (HSDP) to create a future-ready, skilled workforce aligned with the National Education Policy (NEP) 2020. The plan, presented to Chief Secretary Atal Dulloo, outlines a multi-track approach to skilling individuals aged 14 to 59 through early vocational exposure, job readiness, entrepreneurial training, and reskilling.
Dulloo emphasized grassroots implementation and inter-departmental coordination. The strategy identifies challenges like poor placement links and outdated curriculum, proposing reforms under a four-pillar “4E” framework—Establish, Enrich, Execute, and Empower.
Key features include:
• Strengthening ITIs and Polytechnics
• Promoting new-age skills (AI, ML, green economy)
• Launching a Mission YUVA app and Skills Passport system
• Mobilizing village-level volunteers as Skill Mitras/YUVA Saathis
• Dedicated “Mission Artisan 2047” for traditional crafts
Implementation will involve convergence across block, district, and UT levels with blended training modes, from classroom to digital platforms.
