Srinagar, Sep 29: More than 1.3 million clerical errors in land records have been identified and rectified across Jammu and Kashmir as part of the ongoing digitisation and verification of Jamabandis, Chief Minister Omar Abdullah told the Legislative Assembly on Tuesday.

Replying to a question during Question Hour of the ongoing Autumn Session, Omar Abdullah, who also holds the Revenue portfolio, said verification of digitised Jamabandis is currently underway in all districts of the Union Territory.
He said the government has put in place a comprehensive digitisation and error-correction mechanism to ensure that land records are accurate, transparent and reliable.
The Chief Minister said the land-record system has been shifted from a static Oracle SQL-based database to a dynamic PostgreSQL platform. More than 1.3 million clerical errors have so far been detected and corrected under close supervision.
He said every digitised entry undergoes a three-stage verification under the Maker-Checker-Approver framework. A digital trail of all changes made to Jamabandis is also maintained to ensure accountability and traceability.
To strengthen public participation and confidence in land records, more than 6,800 village-level grievance redressal camps have been organised across J&K for public reading of records and disposal of complaints.
The government has also developed the JK Zameen Sudhaar Portal, enabling landowners to access their records online and lodge grievances. The complaints are monitored for timely disposal.
Omar said, in collaboration with BISAG-N, a secure Backlog Mutation Module has been developed to systematically update Record of Rights data up to 2026.
For field-level verification, senior revenue officers have been designated as District Mentors and Prabhari officers, while UT-, district- and inter-tehsil-level verification teams have been deployed.
On discrepancies between original manual records and digitised Jamabandis, the Chief Minister said verification is underway across all districts and the existing institutional mechanism is being used to identify and rectify discrepancies.
He said clerical and other non-quasi-judicial errors affecting ownership, inheritance, partition or transfer of land are examined and corrected by competent revenue authorities under the prescribed procedure.
The Chief Minister said the ongoing exercise is aimed at ensuring accuracy, transparency and accountability in Jammu and Kashmir’s land records.
