Srinagar, Aug 25: The State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRR&R), chaired by Chief Secretary Atal Dulloo, has approved a ₹664.54-crore package for disaster recovery and reconstruction across Jammu and Kashmir.

The package, sanctioned under the Post-Disaster Needs Assessment (PDNA) assistance provided by the Ministry of Home Affairs through the National Disaster Management Authority, covers 1,227 infrastructure works and reconstruction of 8,804 fully and severely damaged houses.
Chairing the third SEC meeting, the Chief Secretary directed departments to utilise the funds strategically, stressing that reconstruction should go beyond restoring damaged assets and focus on building stronger, safer and disaster-resilient infrastructure.
He called for timely implementation, close inter-departmental coordination and adherence to quality standards so that assistance reaches affected families at the earliest.
The approved interventions form part of the wider ₹1,416-crore Departmental Plan for 2026-27, aligned with the overall PDNA assistance ceiling of ₹1,534.58 crore.
₹188 Cr for Housing Recovery
The largest social recovery component includes ₹188.35 crore for reconstruction of 8,804 damaged houses. The funds will be placed at the disposal of Deputy Commissioners for district-wise implementation, with emphasis on providing affected families with safer and more resilient homes.
The School Education Department has been allocated ₹29.28 crore for 175 restoration works, aimed at repairing disaster-affected educational infrastructure and ensuring safe learning facilities.
Focus on Water and Flood Protection
The Jal Shakti Department will receive ₹118 crore for 21 high-impact water supply projects, while ₹196.45 crore has been allocated to the Irrigation and Flood Control Department for 61 critical safety works.
The projects are aimed at restoring essential services, strengthening flood protection and safeguarding vulnerable communities and infrastructure against future disasters.
Tourism, Environment Get Push
The Tourism Department has been allocated ₹32.63 crore for 75 works covering restoration of tourism assets and cultural heritage sites, with the objective of reviving local economic activity and tourism-linked livelihoods.
Another ₹99.83 crore has been earmarked for the Forest, Ecology and Environment Department for 895 greening, conservation and ecological restoration works.
The interventions will be implemented under national recovery and reconstruction guidelines and disaster-resilient standards prescribed by the MHA and NDMA.
The SEC stressed the “build back better” approach, ensuring that reconstructed infrastructure is designed to withstand future hazards.
The recovery package marks a major step towards converting PDNA assistance into ground-level projects, with the broader objective of restoring damaged assets, rebuilding livelihoods and making Jammu and Kashmir more resilient to future disasters.
