From a grassroots legislator to one of Jammu and Kashmir’s longest-serving political figures, Abdul Rahim Rather’s career spans nearly five decades of electoral politics, ministerial responsibility and legislative leadership.

Abdul Rahim Rather is among the most enduring figures in Jammu and Kashmir’s political history. A senior leader of the Jammu and Kashmir National Conference, Rather has spent most of his public life in and around the legislature, representing Charar-i-Sharief for decades, handling some of the Government’s most important portfolios and eventually returning to the Assembly in 2024 to occupy the Speaker’s chair.
Born in 1944 at Badipora in Chadoora, Budgam, Rather comes from a modest background. His father, Ghulam Qadir Rather, was a farmer. He pursued higher education, completing his postgraduate studies in political science from the University of Kashmir in 1968 and an LL.B. from Aligarh Muslim University in 1971. He subsequently practised law before entering electoral politics.

The 1977 Beginning

Rather entered the electoral arena in 1977, when he was elected to the Jammu and Kashmir Legislative Assembly from Charar-i-Sharief on the National Conference ticket. That election marked the beginning of an extraordinary legislative career.
He went on to retain the constituency in 1983, 1987, 1996, 2002 and 2008, establishing himself as one of the most consistent electoral performers in Jammu and Kashmir. For more than three decades, Charar-i-Sharief remained his political stronghold, and his uninterrupted run made him one of the most recognisable legislators in the region.
His political association with the National Conference dates back to the era of party founder Sheikh Mohammad Abdullah. Over the years, Rather emerged not merely as a constituency politician but as one of the party’s key legislative strategists and senior organisational figures.

Ministerial Years

Rather's political importance grew as he assumed major responsibilities in successive National Conference governments. He handled several important portfolios, including Finance, Agriculture, Rural Development, Law and Parliamentary Affairs. His experience in legislative affairs also brought him to the Speaker’s office during his earlier political career.
It was, however, the Finance Ministry that became particularly associated with his political legacy.
During his tenure as Finance Minister, Rather became known for his command over budgetary affairs and legislative financial debates. By 2014, he had presented the Jammu and Kashmir budget 14 times, including budgets presented in 1983, 1984, 1987, 1988, 1989, 2000, 2001, 2002, 2009, 2010, 2011, 2012 and 2013, besides presenting two votes on account.
His long association with the Finance Ministry gave him an unusual understanding of the State’s fiscal structure, taxation, expenditure, central assistance and development priorities. In 2014, as Finance Minister, he argued that financial transfers from the Centre to Jammu and Kashmir were constitutional entitlements rather than discretionary assistance.
Under the National Conference-Congress coalition government that came to power in 2008, Rather returned to the Finance Ministry and presented successive annual budgets. His 2014 budget was his 14th budget presentation, a record that underlined his extraordinary familiarity with the financial affairs of the State.
He also chaired the Empowered Committee of State Finance Ministers on GST after being elected to the position in 2013, adding a national dimension to his experience in fiscal policy.

A Rare Electoral Setback

The 2014 Assembly election brought an unexpected interruption to Rather’s long political journey. After six consecutive victories from Charar-i-Sharief, he was defeated by PDP candidate Ghulam Nabi Lone, ending his 36-year uninterrupted electoral run from the constituency.
The defeat, however, did not end his political influence. Rather continued to remain an important senior voice within the National Conference and retained his reputation as a veteran of the Jammu and Kashmir legislature.

Return to the Assembly

A decade after his defeat, Rather made a remarkable political comeback in the 2024 Assembly elections. He reclaimed Charar-i-Sharief, defeating Ghulam Nabi Lone and securing his seventh term as an MLA. His return made him one of the most experienced members of the newly constituted House.
The comeback also carried institutional significance. Jammu and Kashmir’s Assembly had remained without an elected House for more than six years following the political and constitutional changes of 2019. With the restoration of an elected legislature after the 2024 elections, the question of who would preside over the House acquired particular importance.

Speaker of the J&K Legislative Assembly

On 4 November 2024, Abdul Rahim Rather was elected Speaker of the Jammu and Kashmir Legislative Assembly by voice vote. He became the first Speaker of the Assembly of the Union Territory of Jammu and Kashmir. The Opposition did not contest the election, and Chief Minister Omar Abdullah described Rather as a natural choice because of his extensive legislative experience.
His elevation to the Speaker’s chair brought his political journey full circle. The man who had entered the Assembly as a young legislator in 1977 was now entrusted with presiding over a House representing a transformed constitutional and political landscape.
The responsibility, however, is fundamentally different from that of a minister or party politician. As Speaker, Rather is expected to maintain the dignity of the House, balance the rights of the Treasury and Opposition benches, interpret and enforce parliamentary procedure, and ensure that legislative business proceeds in accordance with the rules.
His long experience as a legislator and former Minister for Law and Parliamentary Affairs gives him an unusually deep familiarity with the functioning of the House.

The Speaker Above Politics

Rather’s tenure as Speaker has also underscored the difficult balance between his long association with the National Conference and the constitutional expectation of impartiality attached to the Speaker’s office. In 2025, his handling of a controversy surrounding discussion of the Waqf legislation triggered criticism from sections of the Opposition and led to a no-confidence motion. Rather defended the integrity of the chair and emphasised the need to follow constitutional and legal procedures.
The episode highlighted the central challenge before any Speaker with a long partisan history: once in the chair, the individual must demonstrate that the authority of the institution takes precedence over party loyalties.

A Legacy Still Unfolding

Abdul Rahim Rather’s political career is unusual even by the standards of Jammu and Kashmir. From his first electoral victory in 1977 to his return in 2024, he has witnessed and participated in several distinct phases of the region’s political history.
He has been a legislator, Opposition leader, Cabinet Minister, Finance Minister, Law and Parliamentary Affairs Minister, and Speaker. His 14 budget presentations, six consecutive electoral victories before his 2014 defeat, and seventh Assembly victory in 2024 are milestones that place him among the most experienced legislators Jammu and Kashmir has produced.
His journey also illustrates the endurance of political experience. After losing an election that appeared to mark the end of an extraordinary legislative run, Rather returned a decade later and assumed perhaps the most institutionally demanding position of his career.
