NDA government 0.2 headed by Prime Minister Modi had rightfully ,legally and constitutionally revoked controversial Article 370 of the constitution in a far-reaching and historical development on August 5,2019.Thus they integrated Jammu and Kashmir fully with the Indian union and thus fulfilled the dream and vision of Jansangh Ideologue Dr Shayma Prasad Mukerjee who had sacrificed his valuable and precious life for the noble cause of the integration of J&K with India .By abrogating Article 370,Modi and BJP has fulfilled party’s continuous and constant promise ,stand and poll plank .Thus Modi has do away with the unwanted and most discriminatory special status and position of J&K which was the genesis of extremism ,separatism and militancy and of all fissiparous tendencies which have done much damage to J& K and the country as a whole .Some regional political parties such as NC,PDP,PC and last but not the least are not digesting the revocation of Article 370 as they amassed disproportionate wealth beyond their known source of income and their scions became virtual Sultans in Jammu and Kashmir and thus are raising uncalled for and unwarranted hue and cry are making much noise about the right and nationalistic decision of the Modi government .

Not satisfied with this unnecessary noise ,Omar government of NC has moved and got passed a resolution for seeking a dialogue with the centre for reinstatement of the special status of Jammu and Kashmir.NC has done it simply but mischievously to emotionally blackmail and hoodwink the gullible people of J&K read Kashmir .Omar’s government and the new legislative assembly has worked on the basis of sheer emotions by passing a resolution in favor of the special position of the UT which seems to be without any logic and reason only necessitated by political exigency and for placating their political constituency in Kashmir well knowing that the resolution will be out-rightly rejected by the centre government .
Thus there is no logic ,sense and reason in moving and passing such resolution .It is unfortunate that the Omar government has chosen and passed the resolution to seek a dialogue favoring special status for Jammu and Kashmir instead of paying any heed to the pressing problems and concerns ,issues of the people who had reposed their trust in NC and voted it to power .Modi government and the country’s parliament had done right and meted justice by revoking Article 370 which was the reason and cause of all exploitation by the traditional political parties of Jammu and Kashmir with the gullible masses .So far so good ,but most unfortunate is the fact that the displaced Kashmiri Pandit youth employed under the prime ministers special employment package are grossly discriminated and injustice is meted to them .They have been bracketed as a package employees only to make them worse than bonded labors .They cannot claim transfer within their own UT or from Kashmir to Jammu .
They are destined to work till their retirement either at the place of their original posting or near there in Kashmir valley and they cannot be transferred to Jammu where their families are temporarily residing .It is very unconstitutional ,unjust ,discriminatory as well as against the civil service rules that Pandit package employees are made to execute a bond under pressure ,compulsion and duress before joining their duty to the effect that they will not claim transfer to Jammu under any circumstance and come what may. Such a bond is illegal and void ab-initio .The package employees are as much the citizens of whole J&K as other government employees ,then why they are debarred from working and transferring to Jammu. ,but still such illegal and unconstitutional bond is made to be executed by the package employees .Nor is there any promotional progression of these unfortunate employees. One wonders if these unfortunate sons of mother India and sons of the soil are governed by a separate Civil Service Rules if not this then why there is gross discrimination and injustice with the internally displaced Kashmiri Pandit employees perhaps simply because they belong to a different faith .
A small number of the PM Package employees have been provided government accommodation and majority of these employees are living in rented accommodation where there is no security and where they are paying rent at exorbitant rates .On one side they are forced to work across the Kashmir valley ,but on the other side they are asked by the local authorities to remain confined indoors for the security purpose .What a pitiable condition and pity it is ?.The target killings are taking here and there and there is an atmosphere of insecurity in Kashmir valley .The militancy has raised its ugly head more often after Omar government has taken the control of the UT after the assembly elections .The package employees who are more vulnerable to risks due to the recurring militant attacks and target killings are forced to remain present at their duties at scattered places of posting across valley .No authority takes the responsibility for the safety of their life ,limb and dignity .
In such an environment package employees should be shown some leniency till the security situation improves in Kashmir .New chief minister has said that his government is committed to alleviate the sufferings of all people irrespective whether they have voted for his party or not .It is in fact positive politics and the characteristic of democratic politics and democracy .Chief minister has further stated that he will make efforts to ease the life of all sections and regions of the people .The Kashmiri pandits hopes and expectations from the Omar government are very high and they now hope that their problems and pressing issues will be addressed by the new government as the most secular and slogan of the NC founder and tallest leader of Jammu and Kashmir is making rounds in the lexicon of NC and its politics. Therefore Omar government should also pay attention towards addressing the pressing problems and issues confronting the KP’s without whom the syncretism and much valued Kashmiriyet which signifies communal harmony ,mutual brotherhood and inclusivity is meaningless without KP’s given a humane treatment and care so that at the end of the day ,they will not only think of returning to Kashmir ,but in fact return to their native land so that Kashmiriyet will flourish .Till then Kashmiri Pandits and package employees should be provided all necessitates of life and shown sympathy so that they will feel some relief .
Omar government should ensure that all discrimination, injustice with the package employees is stopped and the draconic, illegal , unconstitutional ,authoritarian and anti CSR bond execution is done away with immediately as the Package employees have endured and tolerated much discrimination and injustice at the hands of callous and inhuman authorities who have trampled the rights of KP’s and package employees under foot .Now that a popular and democratic government is in office after a long gap of ten years ,they should try to remove all discrimination and injustice with KP’s and package employees so that they feel a sense of belongingness with the government and are relieved from the troubles ,difficulties and feel ease .Modi government has annulled controversial Article 370 and it is so good ,but the KP’s and their package employees continue to face discrimination and injustice. The centre government can remove the discrimination and injustice with a single stroke of pen and its constitutional representative LG of the UT should sincerely ask the powers below him to remove the discrimination ,injustice and bond procedure from the Package employees and thus free them from the shackles of authoritarian powers .Is somebody listening is the moot question? Rest the package employees hope that the new government will alleviate the sufferings and remove injustice with them so that they will also feel to be part of the system and feel a sense of belongingness.
