
A big change is visible among scheduled tribe Gujjars-Bakerwals of Jammu and Kashmir after they get tribal rights in Jammu and Kashmir, at par with other states of India, for which they were struggling for decades. This was stated by noted tribal researcher Dr. Javaid Rahi while addressing a tribal gathering in Saketar Anji-ghayal Panchayat in Reasi district during an awareness programme organised by the locals on the Topic ‘ understanding Forest Rights Act (FRA) and other Constitutional safeguards for ST groups’.
The program was presided over by local tribal leader Ch Abdul Lattief Sarpanch Saketar , while Ch Mohd Rashid Khatana, and Ch Juma Chechi Bakerwal were in the presidium. Tribal drawan from the adjoining village participated in the programme.
Dr. Rahi who was the chief guest on the occassion said that newly extended laws like Forest Rights Act 2006, SC/ST Atrocities 1989, Conservation Act 1980 Act, Panchayt Raj Act, Constitution of delimitation and other Constitutional safeguards are highly beneficial for the overall development of tribes especially Gujjars-Bakarwals. He said a lot more efforts are needed to bring them at par with other communities of Union Territory in the fields of education, socio-economic development, cultural vibrancy and their presence in the public affairs.
He appreciated the work of J&K Tribal Affairs department under the headship of Dr Shahid Iqbal and impressed upon the community members to get befits of tribal schemes.
He impressed upon tribals to get the optimum advantage of tribal schemes, laws and programs. He said only education can change the fate and future and end all sought of discrimination and injustice being faced by the community due to illiteracy and poverty.
On entering into 30years of Reservation under tribal category he stated that the Gujjars and Bakerwals are facing tremendous challenges in competitions due to the low literacy rate in comparison with other tribes of Jammu and Kashmir and the country and asked tribal youth to get quality education in all the fields.
He said tribal facing tremendous problems in view of the migratory/nomadic way of life, poverty, habitation in the mountainous /difficult areas, , rough and tough life, early marriage system and lack of information about the govt scheme initiated from time to time for their welfare.
