
A profession is a long term endeavor that can offer a sense of purpose, personal fulfillment and financial stability. It can also influence way of life , social standing and as well as determine ones social circle and relationship. However, professional identity is influenced by role models, mentorship, self reflection and experience. Almost in all Government departments employees are not looking to remain in a static position within the department. The employees yearn to tap promotions to more senior positions. The career development is a life time process involving the management of work, learning, leisure & other life transitions.
I started my career as an A.C.C apprentice in 1995.I have worked in the departments like Food & Supplies, Forest, Education, treasury, PW (R&B),Fire &Emergency Services, Police both at District & Hqtrs level, PMGSY,PDD& Estates .The knowledge and experience that I acquire during the course of my Job is really a phenomenal. As AAO for almost 13 years I used to interact with top Administrators like IAS, IPS, IRS, IFS, JKAS and engineers right from AEE to Chief Engineer's level. By such relatedness I understand the entire governance structure of both the central and state govt. During the course of journey I discerned that one has to equip himself with relevant domain knowledge to counter the views of departmental officials especially during upraise of genuine observations. It seems very difficult to properly sketch out valid observations without deep knowledge on the subject. To perpetuate Financial discipline one has to constantly update the knowledge of codel books and learn new skills so that his views/ opinions are accepted.
I have seen various colleagues who either left the job of a teacher or got selected in Finance Department as in-service candidates. The motto behind was to get more promotion opportunities by dint of qualifying departmental examinations conducted by PSC. But everyone knows about the statements:" In the right place at the right time ".It is very common when people get something because of destiny, only because they were at the specific time .To opt Accounts cadre proved to be a big disappointment for them as it has taken a different turn, not expected by them. Due to limited promotion avenues their hopes crumbled. The Accounts employees Unions couldn't identify & overcome setbacks. They left the cadre members in the lurch and stake holders haven't found a replacement till date.
These colleagues have completed almost 30 years in JKSAS & out of which they have worked as AAO for almost 13 years. On the other hand their friends & college mates who joined in other state govt. departments either in a similar position or lower than that have become gazzetted officers too earlier. This sent a wave of shock and resentment among the cadre members. They feel great injustice is being done. Surprisingly, the dejected Accounts personnel neither dissolved the Unions in accordance with union laws nor approached the Hon’ble Court for legal course of action. Being a dissipated cadre, they lost the sense of direction . There is no denying the fact that the promotion at the level of AAO’S to AO'S takes years together which leads to discontentment & frustration among the stake holders. To feel the pulse of the young cadre members & to avoid promotional blocks it is highly essential to restructure the JKSAS as per the functional requirement of the Department. Let young cadre members come forward to lead the cadre with zeal & zest. Remember, seeds will sprout and develop into flowers only, when they are buried. One man with courage makes a majority.
