Chief Secretary Atal Dulloo reviewed housing and urban development initiatives, including the Urban Challenge Fund, Auto Development Control Regulation (AutoDCR) system for building permissions, and conservation works at Dal and Nigeen lakes.
The meeting was attended by senior officials from H&UDD, RDD, Jammu Development Authority, Jammu Municipal Corporation, and Lakes Conservation and Management Authority.
Dulloo emphasized leveraging the Urban Challenge Fund, targeting at least 1% of the ₹1 lakh crore earmarked by the Government of India, and supplementing projects with additional funding from SASCI for timely execution. He stressed careful project selection to ensure sustainable, resilient urban centers.
The Chief Secretary directed H&UDD to integrate AutoDCR with the RERA portal for statutory compliance and instructed RDD to adopt a similar online building permission system for rural areas. Commissioner Secretary H&UDD Mandeep Kaur highlighted Urban Challenge Fund projects including parking infrastructure, housing, sanitation, and wastewater management.
JMC Commissioner Devansh Yadav noted that AutoDCR allows automatic scrutiny of building plans, reducing processing time and enhancing transparency. Secretary RDD Aijaz Asad confirmed rural building bye-laws are near completion with plans for a single-window permission system.
Vice Chairman LCMA Manzoor Ahmad Qadri updated on Dal and Nigeen lake projects, including biomethanation of weeds, musical fountains, theme park development, and eco-hamlets with sewerage networks.
The Chief Secretary called for coordinated efforts to ensure urban development and environmental conservation progress hand in hand.
