
The Jammu and Kashmir government on Monday sanctioned the constitution of a committee to identify and resolve challenges faced by departments in the devolution of functions, functionaries, and funds to Urban Local Bodies (ULBs) across the Union Territory.
“Sanction is hereby accorded to the constitution of a Committee for identification and resolution of the issues faced by the departments in devolution of functions, functionaries and funds to Urban Local Bodies (ULBs) in the UT of Jammu & Kashmir, as set out in the 74th Constitutional Amendment Act,” reads an order issued by Commissioner Secretary to Government, M Raju.
The committee would be headed by Chief Secretary while Administrative Secretary, Finance Department; Administrative Secretary, Housing & Urban Development Department; Administrative Secretary, General Administration Department; Administrative Secretary of the concerned Department and Commissioner, Srinagar Municipal Corporation/Jammu Municipal Corporation would be its members.
The Committee may co-opt any member, as required, and shall submit its report at the earliest.
The committee has been tasked to recommend steps for redressal of issues faced by the departments in the UT of J&K regarding devolution of functions, functionaries and funds to Urban Local Bodies, as per the 74th Constitutional Amendment Act.
The committee may recommend any other measures that may help to financially optimize the devolution of functions, functionaries and funds in the UT of Jammu and Kashmir.
The Committee shall be serviced by the Housing & Urban Development Department.
