
Chief Secretary of Jammu and Kashmir, Atul Dulloo, today chaired a high-level meeting at the Civil Secretariat to review the implementation of the PM Gati Shakti – National Master Plan across the Union Territory.
The meeting was aimed at evaluating ongoing progress, identifying bottlenecks, and enhancing coordination among departments and stakeholders to ensure effective execution of the PM Gati Shakti initiative.
Chief Secretary Dulloo underscored the transformative potential of the initiative, which seeks to revolutionize infrastructure development by breaking down departmental silos and promoting synchronized planning. He noted that PM Gati Shakti aligns with the vision of ‘One Nation, One Master Plan’, aimed at reducing logistics costs, boosting multi-modal connectivity, and enabling last-mile infrastructure access across the UT.
Officials informed the Chief Secretary that J&K has emerged among the top three performing states/UTs under the initiative, having successfully integrated 624 individual data layers and onboarded 39 departments onto the Gati Shakti portal. Moreover, 50 strategic projects worth over ₹3,000 crore have been deliberated in 16 TSU and NPG meetings.
Dulloo directed the Industries and Revenue departments to intensify their contributions by adding further data layers, especially from social sectors, to make the portal more comprehensive.
It was revealed that over 100 capacity-building sessions have been conducted across departments. The implementation of 23 advanced planning tools and a Maker-Checker-Approver mechanism is streamlining project approvals. Notably, the mapping of over 23,000 schools, 26,000 Anganwadi centres, and 6,000 Fair Price Shops has already been completed.
The Chief Secretary reiterated the importance of adopting an Area Development Approach, wherein defined regions are holistically developed with integrated focus on logistics, economic activity, tourism, social services, and governance.
Highlighting the strategic use of the portal, Dulloo said the PM Gati Shakti platform is also being utilized to enhance defence logistics operations by optimizing civilian infrastructure.
The meeting further discussed ongoing efforts such as the training of nodal officers, establishment of district-level GIS cells, and the integration of digital surveys and indigenous technologies to strengthen infrastructure planning.
Chief Secretary Dulloo urged departments to expedite the mapping of remaining assets, enhance inter-departmental coordination, and fully utilize the PMGS portal for real-time project planning, monitoring, and timely clearances.
He lauded the progress made under the initiative and reiterated the government’s commitment to further accelerating its implementation to usher in a new era of integrated infrastructure and governance efficiency in Jammu and Kashmir.
The meeting was attended by Administrative Secretaries and other senior officials from various departments.
