
Chief Secretary Atal Dulloo chaired a high-level meeting to review the performance of the Cooperative Department and assess progress in promoting cooperative activities and financial reforms across Jammu & Kashmir.
The meeting was attended by senior officials, including the Principal Secretary, Finance; Commissioner Secretary, Cooperatives; Regional Director, RBI; Managing Director, J&K Bank; Director General, Budget; Registrar, Cooperative Societies; representatives from NABARD and other banks.
Emphasizing the vital role of cooperatives in rural development, the Chief Secretary directed the transformation of Cooperative Societies into Common Service Centres (CSCs) to expand their service base. He called for modeling these societies on sound business lines, enabling diversification into sectors like seeds, cattle and poultry feed, fisheries, and wellness products, in collaboration with the Ayush Department.
He further instructed the department to enhance credit linkage for cooperative entities, strengthen financial management, and constitute a panel of retired bankers to support appointments of Managing Directors and professional management bodies, ensuring transparency and performance-driven operations.
Commissioner Secretary, Cooperatives, Babila Rakwal, highlighted major reforms under the Multi-Purpose Primary Agricultural Credit Societies (M-PACS) model. All 537 PACS have adopted common byelaws and completed digital upgrades, functioning as e-PACS, with 515 PACS serving as CSCs and 154 as Pradhan Mantri Kisan Samman Nidhi Kendras (PMKSKs).
Under White Revolution 2.0, 2,232 Dairy Cooperative Societies (DCSs) have been formed, with 1,692 strengthened, benefiting over 1.06 lakh women members. Milk procurement has reached 3 lakh litres per day through new and strengthened DCSs.
Medical stores operated by M-PACS as Pradhan Mantri Jan Aushadhi Kendras (PMJAKs) are providing affordable healthcare, with 50 stores operational and a monthly transaction value of Rs 8.78 lakh.
The J&K State Cooperative Bank has adopted modern banking practices, including migration to Finacle 10, automation of loan schemes, and promotion of financial literacy. Meanwhile, the Super Bazar chain has cleared Rs 4 crore in GST dues and settled Rs 28 lakh in gratuity and CPF dues of former employees, with 16 PACS enrolled as new outlets.
