
Chief Secretary Atal Dulloo on Monday chaired a high-level meeting to review the progress of major e-governance and digital transformation initiatives being implemented across Jammu and Kashmir in partnership with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N).
The meeting was attended by the Secretary IT, Administrative Secretaries, senior police officers, DDG NIC, and representatives from various stakeholder departments.
The Chief Secretary directed all departments to fast-track pending API integrations and server migrations—especially for the Daksh Kisan and Kisan Khidmat Ghar (KKG) platforms—stressing that timely completion is essential to ensure seamless and efficient citizen services across the UT.\
Officials informed that the AI-based GST Fraud Detection System has completed generating reports identifying suspicious activities, including sequential invoicing, invoices without e-way bills, and mismatches in Input Tax Credit (ITC). The system is now entering a deeper analytics phase to flag taxpayers with low cash ratios or unusually high ITC utilization. The upgraded module will go live shortly.
The Chief Secretary was briefed that the End-to-End Energy Tracking and Management System (EETMS) has been finalized as a unified digital system spanning Generation, Transmission, and Distribution. Asset mapping across the entire power network is complete, and comprehensive dashboards for KPDCL and JPDCL are ready for rollout.
Under the HADP initiative, analytics for the Kisan Khidmat Ghar platform are being refined, with mandatory gender-wise data capture now incorporated. The Daksh Kisan mobile-friendly skilling app is currently undergoing internal testing to support capacity building for farmers.

The Tourism Department reported strong public response to the newly launched JK Tourism Mobile App, featuring an AI-enabled Chatbot supported by BISAG-N’s GPU infrastructure. The app has recorded significant downloads, with users showing high engagement with information related to gardens, heritage sites, and tourism circuits.
Under PMAY-Urban 2.0, a houseless and landless survey is underway across all 78 Urban Local Bodies. Over 3.37 lakh households have been surveyed, achieving 83.58% of the target derived from YUVA data.
The Revenue Department has migrated its database from Oracle to PostgreSQL and introduced new features such as Legacy Jamabandi visualization and a Maker-Checker-Approver workflow to strengthen transparency in land records management.
Officials informed that the Single Window for Recruitment Rules (SWRR-JK) has been operationalized, enabling faster approval of recruitment proposals. He also stressed the need for a similar digital system for conducting Departmental Promotion Committees (DPCs) online.
The JK Samadhan grievance portal is being upgraded for integration with CPGRAMS and enhanced MIS reporting to better track grievance disposal timelines.
The Home Department is working with IIT Jammu and BISAG-N to develop an AI-powered search engine to support Investigating Officers, particularly for preparing charge sheets under the NDPS Act.
Several other platforms—including the JK Sehat Mobile App, Jal Shakti Mobile App, and the JK PWD asset-mapping system—were also reviewed for progress and performance upgrades.
