
Srinagar, June 19: Chief Secretary Atal Dulloo on Thursday chaired a high-level meeting to review the progress of infrastructure restoration and reconstruction projects being implemented under the Disaster Component of the Special Assistance to States for Capital Investment (SASCI) and the Post-Disaster Needs Assessment (PDNA) framework following the 2025 floods and landslides.
The meeting was attended by senior officers including Additional Chief Secretaries of Finance and PWD, Principal Secretary DMRR&R, Commissioner Secretary YS&S, and heads of key departments.
The Chief Secretary directed all departments to expedite execution of works and ensure timely utilisation of funds under SASCI within the stipulated timelines, stressing strict adherence to sunset provisions. He also called for immediate submission of all pending permanent restoration projects under the PDNA framework.
To ensure transparency and avoid duplication, Dulloo instructed departments to certify that proposed projects are not being funded through any other scheme, stating that no financial claims will be processed without such certification. He further asked PWD, PDD, and Housing & Urban Development Department to submit additional proposals for the 2026–27 SASCI disaster component.
During the meeting, ACS Finance Shailendra Kumar presented a detailed overview of allocations, financial assistance, and implementation status under both SASCI and PDNA-based recovery frameworks.
Officials informed that J&K has received ₹1,431 crore under SASCI’s disaster component for restoration and mitigation works. Based on committee recommendations, ₹860 crore has been allocated to PWD, ₹315 crore to Jal Shakti, ₹173 crore to Power Development Department, ₹51 crore to Agriculture Production Department, and ₹32 crore to Youth Services and Sports.
It was also informed that the MHA’s Sub-Committee of the National Executive Committee has approved ₹1,579.09 crore under PDNA-based recovery and reconstruction, including ₹1,421.12 crore as Central share and ₹157.91 crore as UT share.
The assistance covers multiple sectors including housing, education, health, roads, water supply, sanitation, power, agriculture, tourism, and environmental restoration, with major focus on core infrastructure.
The Chief Secretary reiterated that restoration projects must not only rebuild damaged assets but also enhance resilience against future disasters to safeguard lives, livelihoods, and essential services across Jammu and Kashmir.
