CS Dulloo reviews EoDB reforms in J&K

Srinagar, July 17: Chief Secretary Atal Dulloo on Thursday chaired a high-level meeting to review best governance practices adopted by leading States for improving Ease of Doing Business (EoDB) and Ease of Living, with a focus on adapting suitable reforms in Jammu and Kashmir.

The meeting, attended by Administrative Secretaries and senior officers, reviewed governance and regulatory reforms implemented in Maharashtra and Gujarat, including simplification of procedures, digital governance, single-window systems, time-bound service delivery, rationalised inspections, decriminalisation of minor offences and investor-friendly policies.
Dulloo said Jammu and Kashmir has already undertaken significant governance reforms but needs to accelerate administrative transformation by adopting proven national best practices suited to the Union Territory.
He stressed that reforms should simplify regulatory processes, improve public service delivery, reduce compliance burdens and create a more business-friendly environment.
The Chief Secretary directed the Centre for Innovation, Transformation and Governance (CITaG) to conduct a comprehensive gap analysis of reforms implemented in J&K vis-à-vis leading States and prepare a time-bound roadmap for future action.
He also asked CITaG to coordinate with Maharashtra and Gujarat to study their governance models and adapt successful practices to local requirements.
Emphasising an investor-centric approach, Dulloo said governance systems must ensure faster approvals, greater transparency and efficient service delivery to boost investor confidence and strengthen Ease of Doing Business and Ease of Living in Jammu and Kashmir.
