
Chief Secretary Atal Dulloo chaired a high-level meeting today to discuss the adoption and implementation of the Government of India’s Special Assistance to States for Capital Investment (SASCI) scheme in Jammu and Kashmir. Launched in 2021-22 and applicable to J&K from the current financial year, SASCI offers 50-year interest-free loans to accelerate capital expenditure and infrastructure development across ten key sectors.
The meeting was attended by administrative heads and senior officers of major departments. Dulloo emphasized the scheme’s role as a catalyst for sustainable development, urging departments to adopt a mission-mode approach and submit project proposals promptly for central approval. He stressed prioritizing ongoing and time-bound projects, with special focus on tourism-related infrastructure, mining, urban development, and transport sectors.
The Chief Secretary also directed transitioning all 122 Centrally Sponsored Schemes to the Single Nodal Agency SPARSH platform by November 2025 to ensure fiscal accountability and transparency.
Principal Secretary Finance Santosh D. Vaidya outlined that J&K is eligible for Rs 1,200 crore under the untied component of SASCI, part of a national outlay of Rs 57,000 crore. The scheme includes significant funding allocations for affordable housing, urban infrastructure, governance reforms, vehicle scrapping incentives, mining sector development, land record digitization, financial management reforms, and establishment of digital libraries in Panchayats.
The SASCI scheme aims to bridge critical infrastructure gaps, promote systemic reforms, and foster sustainable growth across Jammu and Kashmir.
