
Chief Secretary Atal Dulloo chaired a high-level meeting to review the functioning of the Information Technology (IT) Department and the National Informatics Centre (NIC), J&K, focusing on cyber security, digital governance, and infrastructure expansion. The meeting was attended by Secretary IT Dr. Piyush Singla, CEO JaKeGA Mahima Madan, State Informatics Officer J.S. Modi, and other senior officials.
Highlighting the importance of strengthening cyber security from tehsil to block levels, the Chief Secretary directed the IT Department to expand the e-Office network to all tehsil and block offices. He also called for the upgradation of the State Data Centre (SDC), the establishment of a Mini Security Operations Centre (SoC), and the creation of a Centre of Excellence in IT to nurture skilled manpower. Plans for a futuristic IT Park were also discussed to generate high-end employment opportunities for youth.
Dr. Piyush Singla briefed on departmental achievements, including the audit of 206 active government websites, ongoing ISO certifications for SDC, and over 210 public-accessible applications. CEO Mahima Madan highlighted the e-Office 2.0 rollout, onboarding 4,056 offices and 21,774 users, and expansion of the State Wide Area Network (SWAN) to all districts and 167 blocks. She also detailed initiatives such as Digital Village Centres, Aadhaar-enabled biometric attendance systems, digitization of government records, disaster recovery plans, and capacity-building programmes.
NIC J.S. Modi underscored NIC’s role as the government’s technological partner, providing services across J&K including video conferencing, cyber security, website and application hosting, and email services. NIC also supports public-facing digital platforms such as Shri Amarnathji Yatra online services, Pension Suvidha Portal, BoPEE services, and Service Plus (JanSugam). Upcoming projects include NeVA (National e-Vidhan Application), Next Gen Hospital, and online social welfare sanctioning.
During the meeting, the Chief Secretary launched the E-SAM (Electronic System of Asset Management) Portal, a comprehensive platform for lifecycle management of government assets. The portal streamlines workflow management, vendor integration, inventory control, disposal tracking, compliance monitoring, and efficiency enhancement, aiming to improve governance, accountability, and operational efficiency across departments.
