
Srinagar, June 9: Chief Secretary Atal Dulloo on Tuesday chaired a high-level review meeting to assess the implementation and saturation of individual beneficiary-oriented welfare schemes across Jammu and Kashmir.
The Chief Secretary stressed the need to ensure that all eligible beneficiaries are fully covered under various schemes through proactive outreach, awareness drives and coordinated efforts by concerned departments. He directed officials to bridge existing gaps between identified targets and actual coverage, and to ensure time-bound delivery of benefits.
Emphasising grassroots-level engagement, Dulloo called for concrete action plans to identify and enrol all eligible households and individuals. He said no deserving beneficiary should be left out and instructed departments to treat saturation as a key administrative priority.
He also directed regular departmental reviews and the setting of measurable targets at every level to improve efficiency and accountability in scheme implementation.
Commissioner Secretary, Planning Development and Monitoring Department, R. Alice Vaz, informed the meeting that 66 beneficiary-oriented schemes are currently being implemented in the Union Territory through 18 departments. These schemes cover areas such as cash transfers, food security, housing, healthcare, education and livelihood support.
The meeting was told that 21 schemes are being run by the Social Welfare Department, eight by Health, seven each by Agriculture Production, Rural Development and School Education, and three by Tribal Affairs, with the remaining handled by other departments.
Key schemes reviewed included PM-KISAN, Pradhan Mantri Fasal Bima Yojana, PM Formalisation of Micro Food Processing Enterprises, PMAY-Gramin, Himayat, PM Vishwakarma, National Livestock Mission, One Nation One Ration Card, and PM Surya Ghar Yojana, among others.
The Chief Secretary reiterated that sustained monitoring, targeted outreach and public awareness are essential to achieve full saturation and ensure last-mile delivery of welfare benefits across the UT.
