
Chief Secretary Atal Dulloo, along with Union Tribal Affairs Secretary Vibhu Nayar, held an in-depth review of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) and Aadi Karmayogi Abhiyan—two flagship initiatives focused on the welfare and development of tribal communities in Jammu and Kashmir.
The meeting was attended by senior officials including the Additional Chief Secretary for Planning and Tourism, Principal Secretaries of Power, Public Works, and Finance, along with the Commissioner Secretary of Food, Civil Supplies & Consumer Affairs, and the Secretary of School Education. Deputy Commissioners participated via video conferencing.
Chief Secretary Dulloo emphasized capacity-building at the grassroots level, urging departments to engage directly with tribal communities and resolve issues collaboratively. He directed the Planning Department to identify resource persons across departments who can be trained as master trainers for further district- and block-level capacity building, aiming to institutionalize effective service delivery mechanisms.
Union Secretary Vibhu Nayar assured full support from the Ministry of Tribal Affairs and noted that ₹2.5 crore has been earmarked nationally under various tribal welfare schemes. He advocated for a village-centric, inter-departmental approach, including the creation of single-window centres in tribal villages to enhance grievance redressal, scheme awareness, and community engagement.
Secretary, Tribal Affairs Department, Prasanna Ramaswamy G, informed the meeting that gap analyses of selected tribal villages have been completed and validated by respective Gram Sabhas. He stated that proposals to address these gaps are being prepared in convergence mode, involving line departments and DA-JGUA funding.
The UT administration is now preparing to submit detailed village-specific development proposals that will be integrated into departmental plans to ensure targeted and sustainable tribal development across J&K.
