CS Dulloo urges fast-track execution of AMRUT 2.0 projects in J&K

Chief Secretary Atal Dulloo today emphasized the urgent need for expediting the implementation of projects under AMRUT 2.0 (Atal Mission for Rejuvenation and Urban Transformation) and SBM 2.0 (Swachh Bharat Mission) across the Union Territory of Jammu and Kashmir. He directed officials to prioritize completion of these flagship urban development schemes and maintain strict adherence to timelines.
Chairing a high-level review meeting, Dulloo called both AMRUT and SBM “Pragati programmes,” highlighting that they are being closely monitored at the highest level. He instructed all departments to fast-track procedures like tendering, approvals, and on-ground execution. To ensure rigorous monitoring, he mandated the submission of fortnightly progress reports and month-wise work plans from all concerned departments.
During the review of SBM 2.0, officials reported substantial achievements in solid waste and used water management. Under the Integrated Solid Waste Management initiative, the department has achieved a major administrative milestone.
Construction and Demolition (C&D) waste processing has been significantly bolstered, with 125 TPD (tons per day) capacity allotted to Srinagar Municipal Corporation (SMC) and 65 TPD to Jammu Municipal Corporation (JMC). A major push was also noted in legacy waste remediation, with 1.33 million tonnes of waste already treated since the previous review.
In sanitation infrastructure, 375 toilet seats have been awarded for construction—100 by JMC and 95 toilet seats along with 97 urinals by SMC. Additionally, the Directorate of Urban Local Bodies has floated tenders for 275 more toilet seats and 58 urinals. For Individual Household Latrines, 51 beneficiaries have been identified and construction is ongoing.
While reviewing AMRUT 2.0, the Chief Secretary reiterated the mission's goal of making cities water-secure and improving urban life quality. Out of 153 approved projects, 99 are focused on water supply systems, 4 on sewerage and seepage management, and 50 on rejuvenation of water bodies. Of these, many are under execution while others are at various stages of tendering or allotment.
Dulloo stressed the importance of providing 100% functional tap connections to households in AMRUT towns. He also called for timely construction and upgrading of sewage treatment plants and decentralized seepage management units to ensure safe disposal and reuse of wastewater—minimizing environmental contamination.
The Chief Secretary highlighted that these projects are crucial for infrastructure development and for enhancing urban quality of life. He emphasized that AMRUT 2.0 reflects a major shift in urban planning focused on citizen engagement, sustainability, and integrated growth.
He urged concerned departments and urban local bodies to expedite pending allotments, speed up civil works, and uphold high-quality standards. He expressed confidence that with dedicated efforts, Jammu and Kashmir will become a model state in effective implementation of national urban missions.
