
Srinagar, June 17: Chief Secretary Atal Dulloo on Tuesday reviewed the implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY) and related crop insurance schemes in Jammu and Kashmir, directing stakeholders to ensure maximum coverage of eligible farmers under the programme.
Chairing a meeting of the State Level Coordination Committee on Crop Insurance (SLCCCI), the Chief Secretary stressed the need for close coordination among government departments, banks and insurance companies to achieve universal coverage of eligible beneficiaries registered on the Kisan Rin (KRIN) Portal.
Dulloo directed banks to actively reach out to Kisan Credit Card (KCC) holders for enrolment under PMFBY and called for the ongoing Khet Bachao Abhiyan to be used as a platform for spreading awareness about crop insurance and risk mitigation among farmers.
To strengthen implementation at the grassroots level, he asked the Agriculture Production Department to designate district-wise nodal officers to coordinate with banks, insurance firms and district administrations for resolving bottlenecks and ensuring seamless enrolment.
Highlighting the government's commitment to protecting farmers from crop losses caused by natural calamities and adverse weather conditions, the Chief Secretary emphasized expanding insurance coverage and enhancing financial security for the farming community.
Additional Chief Secretary, Agriculture Production Department, Dr. Ashish Chandra Verma, presented a detailed review of the scheme's performance, including claim settlements under Kharif 2025, coverage during Rabi 2025-26 and implementation of the Restructured Weather Based Crop Insurance Scheme (RWBCIS).
Officials informed the meeting that since the launch of PMFBY in Jammu and Kashmir, over 12.89 lakh farmers have been covered under the scheme, while more than 6.85 lakh farmers have received claim benefits. A cumulative area exceeding 4.05 lakh hectares has been insured, with claims worth ₹220.35 crore settled against a premium collection of ₹463.37 crore.
The meeting was informed that claims amounting to ₹53.58 crore covering around 1.27 lakh farmers have been submitted for Kharif 2025. Additionally, more than 2,100 loss intimations involving claims exceeding ₹5.52 crore have been received under localized calamity and post-harvest loss categories during Rabi 2025-26.
Reviewing progress, the Chief Secretary noted that Jammu and Kashmir has recorded significant growth in farmer enrolment and area coverage under crop insurance compared to previous seasons. He directed the Agriculture Production Department to complete all preparations for timely implementation of PMFBY and RWBCIS in line with Government of India guidelines.
Dulloo reiterated the administration's commitment to strengthening crop insurance coverage, enhancing resilience of the agriculture sector and ensuring greater income security for farmers across Jammu and Kashmir.
