CS reviews MSME health clinic under RAMP scheme

Jammu, Mar 31: Chief Secretary Atal Dulloo on Tuesday chaired a detailed review of the Industries & Commerce Department’s MSME Health Clinic, established under the Raising and Accelerating MSME Performance (RAMP) scheme to support stressed and sick industrial units across Jammu & Kashmir.

The Chief Secretary emphasized a structured, results-oriented approach, directing the department to leverage institutional and human resources, including expertise from IIM Jammu, the Entrepreneurship Development Institute (EDI), universities, and Functional Managers. He called for multidisciplinary teams to conduct virtual assessments followed by field visits, integrating AI-based tools to determine the severity and type of interventions required.
He stressed setting realistic daily and monthly targets for outreach, with each MSME categorized as stable, stressed, or sick. Advisory and financial assistance, including possible loan restructuring in coordination with J&K Bank, was highlighted as key to stabilization and revival. Insights from the Health Clinic were also to inform the evolving Industrial Policy, ensuring evidence-based support and targeted incentives.
Director IIM Jammu, B.S. Sahay, proposed developing informational materials, SOPs, and diagnostic guidelines, while assuring institutional support for training and team formation. Commissioner Secretary, Industries & Commerce, Vikramjit Singh, reported that 3,968 MSMEs had registered on the Health Clinic portal. Phase I and II assessments found 80.29% of units stable, 19.14% stressed, and 0.57% sick. Phase III has assessed 1,544 MSMEs, with 84.47% stable, 14.83% stressed, and 0.39% sick.
Director Industries & Commerce, Arun Manhas, added that 12 districts have been covered, with 162 online interactions completed and 14 units identified for targeted rehabilitation. In-depth diagnostic studies and structured interviews for stressed MSMEs are set to begin soon, transitioning to focused interventions for enterprise revival and capacity enhancement.
The MSME Health Clinic under RAMP represents a strategic effort by the Government of India to identify early stress in enterprises, provide expert diagnostics, and enable structured revival pathways, fostering a resilient and competitive MSME ecosystem in Jammu & Kashmir.
