
In a decisive move to enhance transparency and efficiency in public service delivery, Chief Secretary Atal Dulloo has directed all departments in Jammu and Kashmir to complete Aadhaar seeding for all remaining Direct Benefit Transfer (DBT) beneficiaries within the next two months.
Chairing a high-level meeting attended by Administrative Secretaries and Finance Department officials, Dulloo said the push aims to ensure benefits reach the rightful recipients without middlemen, improving both accountability and citizen empowerment.
“This isn't just about transparency. It’s about empowering our citizens by ensuring every rupee of assistance reaches its intended beneficiary — undiluted and undiverted,” Dulloo stated.
Currently, 55.2% of Aadhaar seeding has been achieved across 76 DBT-linked schemes covering 7.88 million beneficiaries.
Aadhaar seeding is essential for the rollout of the new SNA-SPARSH (Single Nodal Agency – System for Automated Release of Funds), a real-time fund release mechanism to be made mandatory for all Centrally Sponsored Schemes (CSS).
Dulloo instructed departments to nominate liaison officers who will receive specialized training from Finance Department experts to ensure a smooth transition to SNA-SPARSH.
96% Aadhaar seeding completed (1.39 million of 1.44 million beneficiaries), with schemes like Ladli Beti, PMMVY, ISSS, and Post Matric Scholarship for OBC achieving 100%.
100% Aadhaar seeding across all schemes including Medical and Education Assistance, covering 4,543 beneficiaries.
59% overall seeding; Mid-Day Meal Scheme and scholarships reported 100% seeding for over 985,000 students.
93% overall seeding; MNREGA at 98% (1.08 million beneficiaries).
100% Aadhaar seeding for PHH sugar subsidy scheme.
60% overall seeding; individual schemes like JSY, ASHA incentives, and Nikshay schemes achieved 100%.

Principal Secretary Finance, Santosh D. Vaidya, provided a comprehensive review of the DBT schemes’ Aadhaar coverage and outlined a roadmap for complete integration, with support from the National Payments Corporation of India (NPCI). He also appointed departmental contact persons to resolve any implementation hurdles.
The meeting aligned with national campaigns "DBT Bharat" and "Apna Adhikar, Apne Dwar", reaffirming the administration’s commitment to ensuring targeted, efficient, and transparent delivery of welfare benefits.
