Digital Governance: Govt launches centralised Aadhaar Data Vault

Jammu, April 10: The Government of Jammu and Kashmir has launched a Centralised Aadhaar Data Vault (ADV) to strengthen digital governance, improve public service delivery, and enhance monitoring of social security schemes across departments and financial institutions.

The decision was taken in a meeting chaired by Chief Secretary Atal Dulloo, who highlighted the initiative’s potential to transform governance systems. He directed departments to onboard additional services to expand the utility of the platform.
The meeting was attended by senior officials including the Additional Chief Secretary (Finance) Shailendra Kumar, Managing Director J&K Bank Amitava Chatterjee, Commissioner Secretary Information R. Alice Vaz, DG E&S Ather Hussain Qadri, NIC scientists, and representatives from SBI and other banks.
The Chief Secretary urged banks to use the platform for faster settlement of insurance claims under PMJJBY and PMSBY by enabling instant verification of death records, ensuring timely benefits to nominees. He also stressed its use in identifying cases where deceased beneficiaries continue to receive pensions, ration, or other welfare benefits, thereby preventing leakages and misuse of public funds.
He further directed NIC to simplify onboarding of departments by providing a single secure gateway for verification and eligibility checks, reducing administrative complexity and duplication.
Officials informed that the ADV has been integrated with the Civil Registration System, including the Birth and Death Registration Portal, to function as a secure Aadhaar Data Vault-as-a-Service (ADVaaS). The system is designed as a “Single Source of Truth” for real-time, authenticated access to vital records in compliance with UIDAI security and privacy standards.
The platform also integrates with the Office of the Registrar General of India (ORGI) through APIs for real-time data updates, supported by automated systems to ensure accuracy and continuity. It enables inter-departmental data sharing through standardized APIs, eliminating the need for multiple agreements.
A “Single Token per Aadhaar” framework has also been introduced to prevent duplication and fraudulent claims across schemes.
Describing it as a milestone in governance reforms, the Chief Secretary said the initiative reflects the administration’s commitment to data-driven decision-making, ensuring transparent, efficient, and timely delivery of welfare benefits while safeguarding public resources.
