
Jammu, Feb 27: Deputy Chief Minister Surinder Choudhary has directed strict enforcement of e-Challans at crusher units, mandatory GPS tracking of all mining vehicles, and implementation of the “One Parchi, One Load” rule to curb illegal mining across Jammu and Kashmir.
Chairing a high-level meeting of the Mining Department, Choudhary stressed strengthening enforcement mechanisms in all districts and reiterated the government’s zero-tolerance policy against illegal mining. He instructed that no vehicle should transport mining material without a valid e-Challan, and only one load is allowed per Parchi. Any misuse or duplication will attract strict action.
The Deputy Chief Minister ordered mandatory GPS installation on all vehicles involved in mining operations and directed immediate seizure of vehicles operating without it. He emphasized adherence to approved excavation limits, prohibition of night operations, and strict action against mining beyond authorized zones.
Choudhary also called for stronger inter-departmental coordination, empowering District Level Task Forces to act decisively against violators, including complicit officials, without external interference. He instructed monitoring of mineral blocks, enforcement of environmental clearances, clearing pending power dues, and adoption of best practices from other states and UTs.
The meeting included senior officials from the Mining Department, Pollution Control Committee, District Administrations, and police, who reviewed enforcement actions, e-auctions, mineral exploration, compliance of crusher units, and progress under DMFT.
Choudhary assured full administrative backing to enforcement agencies and stressed collective responsibility to safeguard natural resources and eliminate illegal mining in the Union Territory.
