From Rourkela to Kashmir, an interesting story a dedicated IPS officer. Born in Rourkela, Odisha, Rashmi Ranjan Swain, a man who created his name by his hard work and dedication. Having MPhil degree, he cracked prestigious and most tough examination of our country (UPSC) with rank IPS in the year 1991. He assumed various positions in police department from SDPO (sub-divisional police officer) to the top rank of Director General of police. Being an AGMUT cadre officer, he was appointed by Ministry of Home affairs as the DGP of UT of Jammu and Kashmir on 31st October 2023 reliving Dilbag Singh before serving various other positions in police department. For his dedication to his profession RR Swain was awarded a bunch of different awards during his tenure:

• President’s Police Medal for Gallantry (PMG) (2003)
• Jammu and Kashmir Police Medal for Gallantry (JKPMG) (2003)
• PM-MS-(Dep) Medal
• President’s Police Medal for Distinguished Service (2015)
• President’s Police Medal for Meritorious Service (PPMS) (2021)
Being appointed a top cop of Jammu and Kashmir Police of a delicate UT, he left no stone unturned in order to make a peace-oriented state. The decisions taken by him were greatly appreciated by the common masses of Jammu and Kashmir. From Crushing the drug network to starting a police to people connection, he restarted a program that was known by the name of “Public Darbar or Awami Darbar” – on 25th November 2023. This initiative of arranging public Darbars gained popularity among people as their long pending issues relating to SRo delay to the next of kin of victims (NOk’s), promotions, as well as cases of widows, orphans and meritorious students who were being made victim of corruption by political thugs. All these cases and grievances were redressed in a timely manner.
This move by RR Swain became a game changer in gaining the support of people and creating a deep sense of togetherness among the masses with the police personnel. It became evident when a security forces vehicle(BSF) was accidentally skidded off the road in Budgam on 21st September 2024, the young people of the said area came instantly and helped the injured security forces personnel in order to save their lives..
My point of view is to highlight how a deep and emotional connection can be created among the police and people for the betterment of our society. In this direction RR Swain left a deep and long lasting impact as how a state can run peacefully. He showed a way to other officials of police department to introspect themselves in order to serve the people with utmost honesty and dedication. We also hope onwards, the initiatives started by former DGP RR Swain will be carried on, so that this police to people connection would get more and more stronger. In the end we can say the name RR Swain will be written in the golden words of the history of Jammu and Kashmir as being one of the best DGP’s of the UT of Jammu and Kashmir.
