Gift of Digitised Land record for J&K

Before the abrogation of Article 370 and the special status to the erstwhile state of J&K on August 5, 2019, there was no systematic data available for citizens, as they could neither view their records nor monitor the status online.

The Government of Jammu and Kashmir begins digitization of the land records under Digital India Land Records Modernization Programme (DILRMP). A Project that will facilitate digital land titling guarantee to the land holders of the Union Territory. The digitization work is under progress in all the 20 districts in the Jammu & Kashmir. This initiative provides an easy online access to the land records, reduce manipulation, and improve efficiency of Revenue offices in the Union territory. ‘AapkiZameenAapkiNigrani’ under the Digital India Land Records Modernization Programme (DILRMP) will further facilitate in modernizing the management system of land records and enhance transparency in the maintaining the same. After the genesis of this new system, it will aim to reduce the scope of land, property disputes. As part of promoting digital India, the major contributions of this programme include computerization of land records, survey, resurvey and updating of all survey and settlement records, integration of property registration with land records for enhancing authenticity and security of data. The government will create a database of all the relevant records and information for extending any help on a real time basis. These measures have made the revenue officials accountable as the all the records must be made available online so that every inch of the land owned or possessed by anyone remains in public domain.

It was a tedious task to obtain even a copy of land records. Thus, it thereby encouraged corruption, putting citizens at the mercy of the system. The digitisation of land records has encouraged a transparency and accountability in the system. Post the abrogation of the special status, the system has been tightened around big business families that were allotted land on lease at throw away prices at locations of logistics importance. All the properties under possession will be thoroughly re-evaluated and the records are being put straight. If the lease period of many properties are expired, these families will be asked to either renew the lease as per the present market value or surrender the properties which are under their possession. The land leased out at prime locations to the influential people had remained away from the public notice for almost 7 decades but after the genesis of digitisation, everything has become open. The digitisation process of land records in the Union Territory of Jammu and Kashmir is proven to be an exemplary step and a way ahead towards systematic growth of urban and rural areas in J&K. The ultimate goal is evident that to create an environment filled with robust urban infrastructure and improve the quality of living for public. These efforts are transforming the sector of real estate across ‘Naya Jammu and Kashmir’ and the people are supporting as they could visualise an ecologically sustainable lifestyle with the best essential amenities for a common man.
