
In a significant move to modernize and streamline land administration, Chief Secretary Atal Dulloo chaired a high-level review meeting on the ongoing digitization of land records across Jammu and Kashmir.
Senior officials from the Revenue, IT, Law Departments, JaKeGA, and BISAG-N participated, while Deputy Commissioners joined virtually. Dulloo emphasized the importance of accuracy and transparency, calling for a robust checker-approver system to validate field data against physical records. “Correct records reduce grievances and court cases, saving public time and resources,” he noted.
He directed the establishment of fully-equipped data entry centers in each district, with proper infrastructure including internet and power backup. Repeated hands-on training for new staff was also mandated to ensure technical competence.
To ease geo-referencing efforts in the Kashmir division, the Chief Secretary recommended stationing a separate Survey of India team in Srinagar.
Secretary Revenue Kumar Rajeev Ranjan gave a detailed update on key initiatives including DILRMP, SVAMITVA, NAKSHA, and ULPIN. Software customizations for Record of Rights (RoR) digitization are complete and currently under User Acceptance Testing. Data entry will commence after July 10, 2025.
The department has trained over 2,500 field staff, created 7,000 User IDs, and is developing a live monitoring dashboard. Of the 6,850 revenue villages, over 6,281 cadastral maps have been sent for geo-referencing, with 2,374 already ground-truthed.
Under SVAMITVA, 4,368 villages have been surveyed. Property cards will follow after ground validation. ULPIN generation is underway, with 5.23 lakh unique land IDs created across 1,718 villages—marking a critical step towards verifiable, location-specific land records.
