Srinagar, Sep 21: The government on Monday disclosed that 40,672 government posts are vacant across various departments under the Direct Recruitment Quota.

The data was shared by the government in the Legislative Assembly today to a question raised by Congress MLA Irfan Hafiz Lone.
The data showed 3,318 vacancies in the Gazetted category, 24,427 in the Non-Gazetted category and 12,927 multi-tasking services (MTS)
The department-wise data shows that the Health and Medical Education Department has the highest number of vacancies, with 12,797 posts lying vacant, including 2,125 Gazetted, 8,064 Non-Gazetted and 2,608 MTS posts.
The Agriculture Production Department has 4,939 vacant posts, comprising 84 Gazetted, 1,925 Non-Gazetted and 2,930 MTS vacancies.
The School Education Department has 1,364 vacancies, including 594 Gazetted, 727 Non-Gazetted and 43 MTS posts, while Housing and Urban Development Department has 2,741 vacancies-30 Gazetted, 801 Non-Gazetted and 1,910 MTS.
The government disclosed that 2,150 posts were referred to the J&K Public Service Commission (JKPSC) during the last two years. According to data the highest number of 794 posts were referred from the Health and Medical Education.
17,922 posts were referred to the J&K Services Selection Board (JKSSB) during 2024 and 2025. Of these, 11,582 posts were referred in 2024 and 6,340 posts in 2025.
The government clarified that the 2024 figure also includes posts earlier referred to the JKSSB but subsequently returned to departments following the issuance of S.O. 176 of 2024 dated March 15, 2024.
On the question by MLA as what steps were being taken for regularization of temporary employees including daily-rated workers and other employees, the government said a committee constituted for the purpose has been examining the matter.
"The Committee has been tasked to examine various issues including humanitarian, legal and financial related to the regularization of these workers. The matter concerns a diverse set of workers engaged at different points in time under varying terms and conditions of engagement. Therefore, the proposed policy is required to conform to the applicable statutory provisions, legal position, prescribed recruitment framework while duly accounting for the consequential financial implications," the government said.
The government said the Committee was undertaking a comprehensive examination for the formulation of a uniform framework that is legally enforceable, and administratively implementable across all departments.
