Srinagar, July 20: In a major governance initiative to fast-track infrastructure development, Chief Secretary Atal Dulloo on Monday chaired a high-level meeting with senior officials of the Project Monitoring Group (PMG) under the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, in New Delhi to discuss the establishment of a Union Territory-level Project Monitoring Group (UT-PMG) for Jammu and Kashmir.
The proposed JK-PMG will introduce a technology-driven monitoring system to track major infrastructure projects, resolve implementation bottlenecks and ensure their timely completion through real-time digital monitoring.
Highlighting the rapid pace of development across the Union Territory, Dulloo said the new mechanism would enhance transparency, accountability and efficiency by providing real-time updates on project milestones, financial and physical progress, pending approvals and inter-departmental coordination.
He stressed that the portal should function as a comprehensive decision-support system capable of generating analytical reports, monitoring key performance indicators and enabling evidence-based policy decisions.
The Chief Secretary also proposed a structured review mechanism, with departmental reviews every fortnight, monthly meetings under the Chief Secretary and periodic reviews by the Chief Minister for strategically important projects.
During the meeting, PMG officials presented the proposed portal's architecture and operational framework, explaining how it would facilitate digital project tracking, faster approvals, issue resolution and coordinated monitoring across departments and districts.
The roadmap includes constituting the UT-PMG through a government order, appointing a dedicated team of project management professionals, onboarding departmental nodal officers, activating the portal with Central PMG support, conducting stakeholder training and uploading all eligible projects onto the platform.
Dulloo directed officials to prepare a detailed proposal for the early establishment of the JK-PMG by adopting best practices from the national PMG framework while tailoring it to Jammu and Kashmir's administrative and developmental needs.
He expressed confidence that the new platform would strengthen project execution, improve inter-departmental coordination, enhance ease of doing business and accelerate the Union Territory's socio-economic development.
