J&K Freezes Administrative Boundaries Until Census Completion

Jammu, Feb 18: Minister for Rural Development and Panchayati Raj, Javid Ahmad Dar, informed the Legislative Assembly that the government has frozen the boundaries of all administrative units across Jammu and Kashmir until the completion of Census 2021.

Replying to a question from MLA Abdul Majeed Bhat (Larmi), the Minister stated that the government, via S.O. 53 of 2025 dated 27.02.2025, ordered the freezing of boundaries for Districts, Tehsils, Municipalities, Towns, Revenue Villages, and other administrative units with effect from 1st July 2025.
Dar emphasized that, under Section 2 (J) of the Jammu and Kashmir Panchayati Raj Act, 1989, the delimitation of Panchayat Halqas depends strictly on population figures. Any exercise for rationalization or delimitation can only be undertaken after Census 2021. He reiterated the government’s commitment to fair distribution of resources based on justice and equity.
He added that the government aims to develop Panchayat Halqas in line with Community Development (CD) Blocks, considering geographical proximity and public access to government services.

Jammu, Feb 18: Minister for Rural Development and Panchayati Raj, Javid Ahmad Dar, informed the Legislative Assembly that the government has frozen the boundaries of all administrative units across Jammu and Kashmir until the completion of Census 2021.
