Srinagar, Sep 28: Chief Secretary Atal Dulloo on Monday chaired a meeting of Administrative Heads to review Jammu and Kashmir’s preparedness for the nationwide ‘Reform Utsav’, a three-month campaign scheduled from October to December 2026 to showcase governance reforms, citizen-centric initiatives and developmental achievements.

The meeting focused on strengthening interdepartmental coordination, ensuring grassroots participation and finalising a comprehensive action plan for activities across the Union Territory. The J&K General Administration Department lists Dulloo as the serving Chief Secretary.
Dulloo stressed that the campaign should move beyond ceremonial programmes and provide a platform for citizens to understand governance reforms, assess their impact and identify local development priorities.
He directed the Rural Development and Panchayati Raj Department to coordinate with the Planning, Development and Monitoring Department to organise special Gram Sabhas across all Panchayats ahead of the nationwide launch.
District administrations were asked to designate nodal officers for Panchayat-level activities and ensure coordination among departments. Line departments were directed to identify citizen-centric reforms, prepare locally relevant Information, Education and Communication (IEC) material and deploy field functionaries before October 2.
The Chief Secretary also called for evidence-based showcasing of reforms, with emphasis on tangible outcomes and improvements in public service delivery.
Commissioner Secretary, Industries and Commerce, Vikramjit Singh, informed the meeting that two major events are proposed in Srinagar and Jammu during November and December respectively.
A high-level workshop on the holistic development of Jammu and Kashmir is proposed at the University of Kashmir in November, while the Industries and Commerce Department will organise a workshop for industrial beneficiaries in Jammu in December to highlight the impact of the New Central Sector Scheme (NCSS), 2021.
The meeting was also informed that initial campaign activities are scheduled to begin in Srinagar on October 8, featuring digital initiatives of the Department of Justice, including Tele-Law and the Nyaya Setu AI Chatbot, along with initiatives of the Department of Posts.
Dulloo called for meticulous planning and close coordination among departments to ensure effective public outreach and meaningful citizen participation throughout the campaign.
