
The Jammu and Kashmir government has blacklisted LMES IT LLP and its principal stakeholder, Maharaj Krishan Wali, barring them from participating in any recruitment-related tenders across the Union Territory. The decision follows a detailed probe into irregularities in the 2020 Fire & Emergency Services recruitment process.
The investigation began in 2022 with a committee scrutinizing allegations in the selection of Firemen and Firemen Drivers. After the committee submitted its report in February 2024, the matter was referred to the Anti-Corruption Bureau (ACB) for a thorough inquiry. The ACB registered FIR No. 01/2025 and examined the role of LMES and Wali in the tendering and recruitment exercise.
Findings revealed that LMES, the L-2 bidder quoting Rs. 179 per candidate, was awarded the contract despite M/s UMC Technology Pvt. Ltd., the L-1 bidder with a lower quote of Rs. 107.50, being sidelined. LMES also failed to meet mandatory eligibility criteria, including prior experience conducting recruitment for at least two police or paramilitary forces and demonstrating a three-year financial track record. Instead, the company submitted incomplete documents, partially relying on financial statements of another firm.
The probe further highlighted a conflict of interest: Wali, holding 99% of LMES, had previously worked with a firm whose 2018 recruitment process had been scrapped. Despite this, LMES was awarded the contract, granting Wali “undue leverage,” according to the ACB.
Based on these findings, the Home Department recommended blacklisting the company under Rule 151 of the General Financial Rules (GFR) 2017. Following approvals, LMES IT LLP, with offices in Jammu and Gurgaon, along with Maharaj Krishan Wali, have been officially barred from participating in future J&K government recruitment-related tenders.
