
Jammu, Feb 7: The Jammu and Kashmir government on Saturday highlighted significant reforms in the school education system, aligned with the National Education Policy (NEP) 2020, focusing on access, inclusivity, and quality.
Literacy in the Union Territory has risen sharply, from 11.03% in 1961 to 68.74% in 2011, with student enrolment continuing to grow. J&K now has 24,137 schools, including 18,724 government institutions and 5,413 managed by other agencies. In 2024–25, total student enrolment from pre-primary to Class XII crossed 26.17 lakh.
Gender inclusion has improved significantly, with the Gross Enrolment Ratio (GER) for girls exceeding overall averages: 114.5 at primary, 80.0 at upper primary, and 67.5 at secondary levels. School dropout rates have declined, with 1.5% at primary, 3.2% at upper primary, and 12.9% at secondary levels.
Access to education has expanded to over 98% coverage. Infrastructure improvements include girls’ toilets in 90.84% of schools, boys’ toilets in 88.49%, libraries in 75.10%, electricity in 91.44%, computers in 39%, and internet connectivity in 49%. Transition rates show gains, with 94.8% of students moving from primary to upper primary, 90.7% from elementary to secondary, and 72.9% from secondary to higher secondary.
Flagship initiatives such as Samagra Shiksha Abhiyan, PM POSHAN, PM-SHRI, and ULLAS have contributed to these improvements. Vocational education has been introduced in 1,350 schools, benefiting around 1.54 lakh students. To enhance learning outcomes, the Vidya Samiksha Kendra has been set up with AI-based chatbots and digital studios.
The government has established 3,008 ICT and computer-assisted learning labs, with plans for 2,036 more ICT labs and 4,272 smart classrooms. In 2024–25, 1,766 school-related works were completed, and 946 works have been completed in 2025–26 up to November. Kindergarten education now benefits from 13,804 AAYAs, and 396 schools have been approved for upgradation under PM-SHRI.
To further widen access, J&K will launch JK e-Pathshala, a free TV channel broadcasting curriculum-based lessons in local languages, targeting students in remote areas.
