Srinagar, Sep 19: The Jammu and Kashmir Government has given Urban Local Bodies six months to prepare area-specific Parking Area Management Plans under the J&K Parking Rules, 2026, notified recently.

The new framework covers designated parking, digital fee collection, enforcement and technology-based monitoring across municipal areas.
Municipal Corporations, Councils and Committees have been directed to prepare parking plans in coordination with agencies controlling land parcels where public parking facilities are located, including hospitals, universities, shopping centres and other major establishments.
Parking fees and violation charges will be collected through cashless mechanisms. The rules also provide for enforcement measures, including wheel-clamping for specified violations, and envisage a Central Parking Management System linked to digital services.
The framework regulates both on-street and off-street parking. Violations include parking on footpaths or cycle tracks, occupying more than one space, parking against the direction of traffic and overstaying in designated areas.
Parking operations will also be monitored through Integrated Command and Control Centres, with the proposed system expected to track occupancy, payments and enforcement actions.
Private landowners can operate commercial parking facilities after obtaining licences from the concerned Urban Local Body. Such facilities will have to meet specified conditions, including provision of public amenities.
The rules further require parking facilities to provide electric vehicle charging infrastructure equivalent to at least 10 per cent of car spaces.
The six-month deadline now shifts the focus to implementation. Municipal bodies will have to identify parking land, assess demand, establish digital systems and enforce restrictions, particularly in densely built-up cities.
For Jammu and Srinagar, the proposed parking plans will be the key next step, outlining parking locations, capacity, fee structures, enforcement mechanisms and timelines for new infrastructure.
