J&K’s new job policy likely to be scrapped

 CS-led committee to reexamine SRO-202

Srinagar: The Jammu and Kashmir government on Thursday ordered setting up of a committee to examine the Jammu and Kashmir Special Recruitment Rules, 2015.
According to Government Order No.293-JK(GAD) of 2020, Dated:27.02.2020, issued by the Monitoring Section of General Administration Department, the committee will comprise of four members and it will examine various issues related to the Jammu and Kashmir Special Recruitment Rules, 2015
Chief Secretary BVR Subrahmanyam has been appointed as chairman of the committee while the other members are Financial Commissioner, Finance Department, Secretary to the Government, GAD and Secretary, Department of Law, Justice and Parliamentary Affairs.
The terms of reference of the Committee shall be to examine the Jammu and Kashmir Special Recruitment Rules, 2015, notified vide SRO-202 of 2015 dated 30.06.2015, and its implications on the job structure in government as well as financial implications.
The committee will also “suggest a comprehensive approach, as necessary,” the order said.
Under the SRO 202, during the period of first five years, the government appointee shall be entitled to the minimum scale of pay along with the grade pay applicable to the post against which he is appointed.
The policy, which was introduced by the PDP-BJP government, had also made it clear that every appointee shall after completion of five years period on probation be entitled to fixation of pay in the time-scale of pay applicable to the post against which he is appointed.
This law was enacted in the erstwhile state despite much opposition from the social and civil society groups who termed it tantamount to slaughtering the abilities of the talented youth and rendering them into monkeys being thrown the peanuts.
In recent past, those appointed under the SRO 202 have asked the government to review the ‘draconian and discriminatory’ policy
"Those whose salaries fatten with each passing year don't even possess half of our qualifications, yet they are calling shots in the administration and we are being made to suffer," an employee recruited under SRO-202, said.
In December last year, in a major relief for the newly appointed government employees, the Law Commission headed by Justice (retired) M K Hanjura recommended reduction in probation period from five to two years under SRO-202.
In 2015, then PDP-BJP government in Jammu and Kashmir had introduced SRO-202 which fixed five year probation period for new appointees. The move since its implementation has been facing opposition from both government employees as well as the educated youth in J&K.
“We are hopeful that the government will take a decision in this regard and scrap the new job policy forever. If this is not done, we will be left to fend for our families with meager,” he added.
On Wednesday, J&K Pradesh Youth Congress (PYC) staged protest against BJP Government at the Centre for not showing its serious concern towards the employees recruited under SRO 202 while demanding its immediate revocation.
The protest was led by Baber Choudhary, president DYC Jammu Rural. The protesters assembled near Exhibition Ground in Jammu and raised slogans against the anti-employees policies of BJP Government.
