Srinagar, Aug 7: Chief Secretary Atal Dulloo on Thursday reviewed the progress of the J&K MSME Health Clinic, a digital platform designed to assess, diagnose and revive Micro, Small and Medium Enterprises (MSMEs) across the Union Territory through targeted interventions and institutional support.

During the meeting, attended by senior officers of the Industries & Commerce Department, the Chief Secretary stressed the need to strengthen the support ecosystem for MSMEs by making Small Business Development Units (SBDUs) more effective at the district level.
He directed the Industries & Commerce Department to provide dedicated manpower to SBDUs or involve officials from stakeholder departments to ensure efficient assessment, monitoring and handholding of enterprises. He also called for regular capacity-building programmes through IIM Jammu for SBDU members to improve the quality of MSME evaluations.
Dulloo instructed officials to accelerate health assessments of industrial units by adopting a hybrid model involving both physical inspections and virtual interactions. He further advised consultations with J&K Bank for exploring loan restructuring mechanisms for stressed MSMEs based on recommendations emerging from Health Clinic assessments.
Commissioner Secretary, Industries & Commerce, Vikramjit Singh informed the meeting that the MSME Health Clinic has become an important tool for identifying financially stable enterprises as well as units requiring rehabilitation support. He said an interactive chatbot has been integrated into the portal, while its upgraded version has been shared with IIM Jammu for further improvements.
The meeting was informed that district-level training programmes have been completed across all 20 districts of Jammu and Kashmir, while nearly 15,000 stability certificates have already been issued to MSMEs through the strengthened system.
Director Industries Jammu, Arun Manhas, revealed that 1,00,371 MSMEs have registered on the Health Clinic portal, with 73,907 units assessed analytically by BISAG. Of these, 68,218 units (92.3%) were categorised as stable, while 5,689 units (7.7%) were identified as recoverable or vulnerable, requiring focused rehabilitation support.
It was also informed that J&K Bank has shared access to a database of nearly 2.97 lakh MSMEs, which will be analysed by BISAG in the coming weeks to expand the programme’s coverage.
Meanwhile, IIM Jammu has completed 338 virtual interactions and 117 field visits with MSMEs, resulting in the preparation of 34 rehabilitation reports, all approved by District Level Approval Committees (DLACs).
Emphasising early diagnosis and timely support, the Chief Secretary directed departments to speed up MSME registrations, complete assessments of eligible units and ensure quick implementation of revival plans.
He said effective rehabilitation of stressed enterprises would enhance productivity, competitiveness and sustainability of MSMEs while boosting industrial growth and employment generation in Jammu and Kashmir.
