Children of central govt employees serving in J&K also to benefit, unveils job law for

Unveiling its law for jobs in government sector in Jammu & Kashmir, the Centre has reserved class IV posts and the lowest-level non-gazetted positions for domiciles of the Union Territory.
the Ministry of Home Affairs last night rolled out domicile law for jobs in Jammu & Kashmir where its state subjects were only entitled for all gazetted and non-gazetted posts before abrogation of Article 370 by the Centre.
As per Jammu & Kashmir Re-organization (adaptation of state law) order-2020, only domiciles of J&K UT would be eligible for appointment to posts carrying a pay scale up to the level Level-4 (25500). It implies that J&K domiciles would have exclusive rights over positions like junior assistants, constables and all Indian citizens including J&K domiciles would be eligible to apply for the remaining non-gazetted and gazetted positions in the UT.
Domiciles of J&K: Those residing in J&K for a period of 15 years or have studied for a period of seven years and appeared in Class 10th /12th examination in an educational institution located in the Union Territory would be entitled for the reservation in jobs up to lowest level non-gazetted positions.
This reservation would be also available for children of central government officials, All India Services officers, officials of public sector undertakings and autonomous bodies of central government, public sector banks, officials of statutory bodies, officials of central universities and recognised research institutes of central Government who have served in Jammu and Kashmir for a total period of ten years.
Those registered as migrants by the Relief and Rehabilitation Commissioner (Migrants) in J&K would also avail this benefit. It means that this reservation would also be shared by erstwhile permanent residents of J&K with children of central government officials and erstwhile non-permanent residents residing in UT for a period of 15 years. The job law has been unveiled at a time when Government of India has announced to fill 50000 vacancies in government sector in J&K.
Already, Rs 2000 crore have been earmarked for filling these vacancies in 2020-21 budget. Under the law, tehsildar within his territorial jurisdiction shall be the Competent Authority for issuance of domicile certificate. It also empowers that Government of Jammu and Kashmir may notify any other officer to be Competent Authority for issuance of domicile certificate.
