New schools boost special education in J&K

Srinagar, April 6: Fresh hope has emerged for children with special needs in Jammu and Kashmir as the government moves to expand dedicated educational facilities across the Valley.

Officials said a new institute building has been completed in Anantnag, while land has been identified in Sopore for another school. With these additions, the number of special schools catering to children with hearing and speech impairments will rise to three, alongside the existing Abhinandan Home in Srinagar’s Solina area.
Both upcoming institutions will offer boarding facilities and specialized learning environments tailored to the needs of such students. Initially, admissions will be open from nursery to Class 12, with plans to gradually introduce higher education supported by trained and specialized educators.
The government is also planning to introduce vocational and ITI courses at Abhinandan Home once the new infrastructure is fully ready. The institution, previously run by an NGO, has undergone significant upgrades after being taken over by the Social Welfare Department. A modern multi-storey building and improved hostel facilities, especially for girls, are currently under development.
At present, Abhinandan Home accommodates around 128 students up to Class 12 and provides instruction through trained sign language experts.
According to data from the Samagra Shiksha Abhiyan, over 36,000 children with special needs were identified in Jammu and Kashmir as per the 2011 census, with current figures expected to be significantly higher.
Officials acknowledged that despite academic success—44 students from Abhinandan Home clearing Class 12 with distinction in the past three years—lack of higher education and skill-based opportunities has remained a major gap. The proposed vocational courses aim to bridge this gap and improve future prospects for these students.
Efforts are also underway to design structured academic and skill development pathways. A proposal prepared by education experts has been submitted for government approval, focusing on creating resource centres and expanding access to higher education.
Deputy Commissioner Srinagar Akshay Labroo, who has reviewed the project on multiple occasions, emphasized the need to empower these students through inclusive education, technical training, and sustainable career opportunities.
Officials believe that these initiatives will mark a significant step toward inclusive development, ensuring that children with special needs are not left behind in the education system.
