The Anti-Corruption Bureau (ACB) has registered an FIR against Abdul Rashid Dar, the former Mid-Day Meal incharge of Zone Mawar, Langate District Kupwara, for alleged misappropriation and embezzlement of Mid-Day Meal (MDM) funds.
A preliminary enquiry by the J&K ACB revealed that Dar, in collaboration with other officers and officials, fraudulently credited lakhs of rupees meant for the MDM scheme into his own account at J&K Bank Qalamabad.
The Mid-Day Meal Scheme, launched in J&K in September 2004, aims to boost primary education by increasing enrollment, retention, and attendance. The scheme, implemented under the supervision of PRIs, School Management Committees, and Village Education Committees, is funded in a 90:10 ratio by the Central and State governments.
The investigation uncovered that from 2017 to 2019, Rs 73,66,335/- was allotted for the MDM scheme in Education Zone Mawar, Langate. Dar allegedly transferred an excess amount of Rs 7,07,495/- into the official accounts of 14 schools, later receiving this amount back in cash from the schools' MDM incharges under the pretext of depositing it into the official account, but instead, misappropriated it.
Following the preliminary enquiry, FIR No. 14-2024 under sections 5(1)(c), 5(1)(d) read with section 5(2) of the JK PC Act Svt. 2006 was registered at.
